The agreement was reached on the sidelines of the Kazakh-Korean Roundtable, held as part of the state visit of President of the Republic of Kazakhstan Kassym-Jomart Tokayev to the Republic of Korea. The agreement was signed by Talgat Narikbayev, Chairman of the MNU Board, and Lee Eun-joo, President of Seoul Cyber University. The signing ceremony was attended by Sayasat Nurbek, Minister of Science and Higher Education of the Republic of Kazakhstan.

The agreement will enable students enrolled in the Artificial Intelligence and Frontier Systems: AI + X programme to also earn a degree from a Korean university. The programme provides access to the educational and academic resources of both universities, opportunities to expand international professional networks, and further development of competencies in AI and advanced systems. The initiative is being implemented as part of the Year of Digitalisation and Artificial Intelligence.

Earlier, the universities signed a Memorandum of Understanding, laying the foundation for further cooperation. The development of the strategic partnership was also discussed during a visit by the MNU leadership to Seoul Cyber University. Talgat Narikbayev, Chairman of the MNU Board, and Sergey Pen, Vice Chairman of the MNU Board for Science, Innovation and Artificial Intelligence, met with Lee Eun-joo, President of SCU, and Lee Sang-kyun, Chairman of the SCU Board, and learned more about the university’s activities and achievements.

Seoul Cyber University was established in 2000. The university offers more than 20 programmes and is recognised as a leader in digital education in the Republic of Korea. SCU has more than 15,000 students from 40 countries.

The event brought together students from ten universities in Astana, historians and faculty members, representatives of the Scientific Institute for the Study of the Ulus of Jochi, and members of the media. During the presentation, Marie Favereau shared the findings of her research and offered a contemporary perspective on the history of the Ulus of Jochi. The event was organized in cooperation with the Embassy of France in Kazakhstan.

The book examines the history of the Golden Horde within the broader context of medieval Eurasia. The author explores the connections between steppe empires and the political and economic centers of the time, highlighting the influence of the Ulus of Jochi on the development of trade, diplomacy, and international relations. Participants discussed the political and economic structure of the Golden Horde, its role in the development of trade routes and diplomatic ties across Eurasia, as well as the historical legacy of nomadic civilizations.

“I would like to thank MNU for the opportunity to hold this meeting in a space created for the exchange of knowledge and ideas. This book has received wide recognition in France and among the international academic community. Its translation into Kazakh is an important step toward making the history of the Golden Horde more accessible to readers and encouraging further dialogue about the historical heritage of the steppe civilizations,” said Sylvain Guéguè, Ambassador Extraordinary and Plenipotentiary of France to Kazakhstan.

Marie Favereau specializes in the history of the Mongol Empire. She worked on the book for twenty years, conducting research in several countries and consulting with specialists in the field. The book was first published five years ago and was translated into Kazakh this year.

The presentation concluded with a Q&A session, giving participants an opportunity to discuss specific aspects of the history of the Golden Horde with the author and have their copies signed.

Founded in Brussels in 1873, the International Law Association is dedicated to the study, clarification and development of public and private international law, as well as to promoting international understanding and respect for international law. Its membership brings together legal practitioners, academics, government officials, judges and experts from the commercial, industrial and financial sectors. The ILA holds consultative status with the United Nations, the International Maritime Organization and UNESCO and has more than 5,000 members worldwide.

The official launch was attended by ILA Executive Director Nicholas May, who formally announced the start of the Kazakhstan Branch’s activities. MNU Chairman of the Board Talgat Narikbayev congratulated the new branch on its opening.

“We want representatives of different schools and generations, academics and practitioners, judges and public officials, diplomats, lecturers and young researchers to meet here. I see this as one of the key values of the Kazakhstan Branch, as it can serve as a bridge between the expertise already developed in Kazakhstan and the international professional community. I also believe we should pursue a broader goal: to gradually establish Kazakhstan as one of the leading centres of international legal expertise in Central Asia,” said Talgat Narikbayev.

He also noted that international law has long been an important part of MNU’s academic environment. This year, MNU students achieved Kazakhstan’s best-ever result at the prestigious Philip C. Jessup International Law Moot Court Competition. The team placed 12th overall and took first place in the written memorial category among 806 teams from more than 100 countries.

The event also featured remarks by Miras Daulenov, President of the Kazakhstan Branch of the ILA; Marat Sarsembayev, Kazakhstan’s first Doctor of Law and Professor specialising in international law; and representatives of the Constitutional Court, Supreme Court, Ministry of Foreign Affairs and Ministry of Justice. The participants discussed the mission, goals and priorities of the Kazakhstan Branch, its key areas of activity and prospects for future cooperation.

“The opening of the Kazakhstan Branch is a symbol that Kazakhstan’s voice will be heard in shaping the international agenda. The ILA plays an important role in the development of many international legal instruments and conventions. This will give members of the Kazakhstan Branch an opportunity to contribute to the work of committees addressing a wide range of issues. It took us more than 20 years to reach this point, and during that time a strong community of international law scholars and practitioners was established. MNU has played a special role in this process, as its academic school of international law has created an environment that contributed to the establishment and development of the branch in Kazakhstan,” said Miras Daulenov.

The establishment of the Kazakhstan Branch was unanimously approved by ILA member countries at the Association’s 82nd Biennial Conference in Vienna. The branch’s Vice Presidents are Abai Ablaiuly, Assistant Professor at the MNU Law School; Roza Aqshalova, Head of the Department of International Law at L.N. Gumilyov Eurasian National University; and Sergey Sayapin, Assistant Professor at KIMEP University School of Law. Sauryk Abirbek, Senior Lecturer at MNU, has been appointed Secretary of the branch.

With the launch of the new branch, Kazakhstan has become the 69th country represented in the International Law Association.

The bachelor’s degree programme Artificial Intelligence and Frontier Systems: AI + X covers intelligent systems engineering, fundamental knowledge and practical skills in programming, data analysis, machine and deep learning, as well as the design and implementation of AI systems.

A key feature of the programme is the AI + X model, which allows students to choose one of several fields — law, economics, journalism, or linguistics — and gain in-depth knowledge in their chosen field alongside expertise in artificial intelligence. The programme is implemented jointly with Seoul Cyber University and Kazakhstani companies Shai.pro and Alpha.Tech.Edu.

Participants of the event were also presented with MNU’s AI projects. The university has developed its own CRM system for the Admissions Committee and launched the MNU HUB mobile application, which integrates everyday university services for students and faculty. The university has also introduced smart video surveillance and AI-powered language translation systems for events, as well as an AI avatar that serves as an assistant in the academic process. In addition, the event showcased the use of supercomputers for local AI tasks and the Legal Graph project aimed at advancing the digitalisation of the legal sector.

Minister of Science and Higher Education of the Republic of Kazakhstan Sayasat Nurbek congratulated the students of the new programme and emphasised that MNU was the first university to implement the AI + X model in the right direction. The programme is delivered in English, and students have the opportunity to obtain a second degree from the partner university, Seoul Cyber University. To further enhance the quality of the educational process, MNU has also renovated its classrooms, equipping them with coworking areas, modern technology, and comfortable furniture.

The first cohort of the AI + X programme consists of approximately 70 students. MNU has also launched a specialised AI Law master’s degree programme jointly with the China University of Political Science and Law.

The agreement was reached in Karamay, China, as part of an event marking the first anniversary of the Beijing International Arbitration Center’s Central Asian office. The memorandum was signed by MNU Provost Anar Ibrayeva and BIAC Chairman Guo Wei. The document provides for the launch of a minor in International Arbitration at the University.

Experienced BIAC industry experts will contribute to the development of the program’s practical training component. This will help students develop skills in legal English, legal drafting, and negotiations in the field of international arbitration. The program will also provide opportunities for professional internships and for students to participate in the provision of legal services in this area.

It is worth noting that Anar Ibrayeva also took part in a seminar on strengthening legal cooperation and sharing experience among the partner countries of the Belt and Road Initiative. Representatives of universities from Kazakhstan, China, and Uzbekistan discussed the reform of arbitration systems in Central Asia, as well as the development of legal education and the optimization of the business environment. Anar Ibrayeva spoke about MNU’s efforts to adapt legal education to artificial intelligence and the changing legal landscape.

Earlier, MNU also signed memoranda to launch joint programs with the Beijing Language and Culture University and the China University of Political Science and Law.

This year, MNU welcomed more than 2,500 students to its bachelor’s, master’s, doctoral, MBA and DBA programs. Among them are 91 international students from Azerbaijan, Germany, Indonesia, Iran, China, Kyrgyzstan, Mongolia, Nigeria, Pakistan, Russia, Tajikistan, Uzbekistan and Ukraine. Around 43% of the new students are recipients of state or internal educational grants.

MNU offers 28 educational programs. The International School of Economics welcomed the largest number of students, with 918 students enrolled. In addition, 68 students chose the new Artificial Intelligence and Frontier Systems: AI + X educational program.

Preparation for the new academic year was carried out intensively. The university’s faculty members reviewed the course structures, with a focus on strengthening the fundamental component of the curriculum. The competition was held over a period of six months. The Maqsut Narikbayev Scholarship attracted significant interest from applicants seeking a high-quality education through MNU’s bachelor’s and master’s degree programs. In total, more than 2,700 applications were submitted.

The competition consisted of three stages: writing an abstract on one of the proposed topics related to the applicant’s chosen field of study, an individual online interview, and a presentation defense. Applicants were evaluated based on their academic achievements, motivation, leadership qualities, and social contribution.

A total of 100 applicants from Azerbaijan, Germany, India, Indonesia, Iran, Kazakhstan, China, Kyrgyzstan, Morocco, Mongolia, Nigeria, Pakistan, Russia, Tajikistan, and Uzbekistan received MNU grants and scholarships.

The agreements were reached during a visit to MNU by H.E. Mohamad Fadjrul Rahman, Ambassador Extraordinary and Plenipotentiary of Indonesia to Kazakhstan, and representatives of the Indonesian university. The parties discussed promising areas for cooperation. The memorandum was signed by Sergey Pen, Vice Chairman of the MNU Board for Science, Innovation and Artificial Intelligence, and Nyoman Abdi, Director of PNB.

The parties will promote and facilitate academic mobility, organize internships for students and faculty, and develop dual-degree programs. Particular attention will be given to research cooperation. The memorandum provides for the exchange of publications and academic materials, the organization of scientific conferences, seminars and symposia, as well as academic supervision of doctoral dissertations.

The discussions also covered the launch of summer schools and applied social projects in the fields of ecotourism and sustainable development. Bali State Polytechnic has a history spanning nearly 40 years and offers around 40 educational programs in tourism, economics, energy, mechanical engineering, construction and IT. Representatives of the institution emphasized their commitment to expanding institutional cooperation across the Asia-Pacific region.

It is worth noting that MNU has previously signed agreements with two other Indonesian universities: Sunan Ampel State Islamic University in Surabaya and Alma Ata University.

The results of the government grant competition for the 2026–2027 academic year were announced by the Ministry of Science and Higher Education of the Republic of Kazakhstan. Nearly 23,000 applications were submitted in total. A total of 275 people were awarded the right to study at MNU tuition-free.

The majority of MNU’s grant recipients are enrolled in research and teaching master’s programs (89.8%). In this track, the university ranked first in Kazakhstan by the number of grants awarded in the Applied Linguistics (52.8%), Translation Studies (51.6%), Law (45.7%), International Relations (40%), Finance (38.3%), Psychology (35.4%), and Economics (33.7%) programs. In the professional master’s track, the university ranked first by the number of grant recipients in Translation Studies (100%) and Law (26.4%).

In addition, five applicants were awarded grants to pursue doctoral studies at MNU. The results of the government grant competition once again demonstrate the high quality of postgraduate education at the university. Earlier, the university also ranked first by the number of grant recipients across several undergraduate educational programs.
