<p class="has-medium-font-size">On February 4, 2025, the World Bank presented its Kazakhstan Economic Update 2025: «Funding the Future – Boosting Revenues for Lasting Investments». The event featured opening remarks by Andrei Mikhnev, Country Manager for the World Bank in Kazakhstan.<br><br>The keynote presentation was delivered by Azamat Agaidarov, Economist at the World Bank, highlighting Kazakhstan’s economic performance, fiscal challenges, and strategies for sustainable growth. The discussion covered tax reforms, public investment efficiency, infrastructure development, and green taxation.<br><br>During the panel discussion, representatives from the Ministry of National Economy, the Agency for Strategic Planning and Reforms, and the National Chamber of Entrepreneurs of Kazakhstan shared insights on fiscal policy stability, national development priorities, and private sector growth.<br><br>Students actively participated in the Q&amp;A session, asking insightful questions and engaging in discussions on key economic issues.<br><br>We appreciate everyone’s engagement and look forward to future discussions!</p>

<p class="has-medium-font-size"><em><strong>On April 12th, Maqsut Narikbayev University hosted the Roundtable on the Role of Diplomacy in a Turbulent World with the participation of the Ambassador of the European Union to Kazakhstan, His Excellency Kestutis Jankauskas, the Ambassador of Estonia to Kazakhstan, His Excellency Toomas Tirs and the Ambassador of Austria to Kazakhstan, His Excellency Willy Kempel.</strong></em></p>



<p class="has-medium-font-size">The speakers emphasized the critical role of diplomacy in resolving conflicts and crises worldwide, highlighting the significance of preventing escalation and achieving lasting peace through diplomatic efforts. The discussion covered topics such as the role of the UN Charter and human rights in general in promoting stability, and the EU&#8217;s experience as a peace project.</p>



<p class="has-medium-font-size">The panellists acknowledged the challenges and limitations of diplomacy in today&#8217;s digital age, including social media, speed, security of communication, and cyber security and warfare. Moreover, they noted the limitations of the international legal system, particularly in negotiating with unrecognized actors. However, Ambassadors agreed that diplomacy remains crucial in resolving disputes peacefully, as &#8220;talking is always cheaper than fighting&#8221;.</p>



<p class="has-medium-font-size">The Roundtable also provided an opportunity for students to ask questions about regional integration, cyberattacks, and the future of diplomacy in conflict resolution. Overall, the discussion highlighted the need for continued efforts and collaboration among nations to address current challenges and achieve lasting peace.</p>

<p class="has-medium-font-size"><strong><em>On May 23, 2023, MAQSUT NARIKBAYEV UNIVERSITY hosted the annual ISE Business Council meeting, aimed at gathering recommendations and advice from employers to enhance the School&#8217;s academic program for greater competitiveness of our graduates in the job market.</em></strong></p>



<p class="has-medium-font-size">This year’s Business Council meeting focused on International Relations programme. The meeting included representatives from governmental and non-governmental organizations and institutions such as CICA, OSCE, the Senate of the Parliament of the Republic of Kazakhstan, the Ministry of Science and Higher Education of the Republic of Kazakhstan, Kazakhstan Institute for Strategic Studies, Economic Research Institute, Kazakh Invest, and the Institute of Diplomacy.</p>



<p class="has-medium-font-size">We extend our gratitude to all participants of the Business Council for their involvement, valuable recommendations, and contributions to the development of our University!</p>

Wishnick on the topic «China’s Expanding Role in Central Asia — Russia’s Partner or Competitor?»<br>The lecture is co-organized by our school and American Councils for International Education and held as part of the U.S.-Central Asia Research Network Program (U.S.-CARNet). U.S.-CARNet is funded by the U.S. Department of State and the U.S. Embassy in Bishkek, Kyrgyz Republic and administered by American Councils for International Education.<br><br>About the lecturer: Elizabeth Wishnick is an Adjunct Senior Research Scholar at the Weatherhead East Asia Institute, Columbia University, and a Senior Research Scientist in the China and Indo-Pacific Security Affairs Division at CNA. Dr. Wishnick has dual regional expertise on China and Russia and an expert on Chinese foreign policy, Sino-Russian relations, Northeast Asian and Central Asian security, and Arctic geopolitics. Her book, China’s Risk China’s Risk: Energy, Water, Food and Regional Security (forthcoming Columbia University Press) addresses the security consequences of energy, water and food risks in China for its Eurasian neighbors, a topic she explores in a related policy blog, www.chinasresourcerisks.com.<br><br>Synopsis: Dr. Elizabeth Wishnick will examine how China’s perspective on geopolitics, domestic politics, economic interests, and cultural factors shape its role in Central Asia, with special emphasis on Kazakhstan. Dr. Wishnick also will address the contention by some experts that, since the full-scale war in Ukraine, Russia’s role has been diminishing as China’s expands. Beijing’s effort to increase its influence is occurring at a time when Central Asian states are developing their own agenda for regional integration. In conclusion, she will address how Central Asian states are responding to efforts by China to expand its role in the region.</p>

<p class="has-medium-font-size">We are inviting you to the first lecture on “Ethics of money laundering in banking” delivered by Dr Yassine Bakkar from Queen’s University Belfast, UK. </p>



<p class="has-medium-font-size">Dr. Yassine Bakkar is an Assistant Professor of Finance at Queen’s University Belfast. His research focuses on financial economics, quantitative macroeconomics and empirical banking. His papers have been published in leading journals such as Journal of Banking and Finance; Journal of Financial Stability; Journal of International Financial Markets, Institutions &amp; Money.<br><br>The lecture is based on the paper framing a money laundering scandal as an opportunity to theorize on the dark side of “Corporate Social Responsibility” (CSR) quantification in “Environmental and Social Governance” (ESG) reporting. </p>



<p class="has-medium-font-size">It identifies three hypotheses as to whether ESG is developing for the better or for the worse CSR’s originally qualitative ideals: neutral CSR hypothesis, positive hypocritical CSR hypothesis, and negative hypocritical CSR hypothesis. </p>



<p class="has-medium-font-size">Using a novel cross-border payments dataset, the paper examines the dynamics behaviour of money laundering, CSR and ESG controversies of a sample of Nordic banks during the 2005‒2019 period. The findings raise critical questions against quantified and instrumental approaches in and around CSR, and bear policy implications for the improvement of corporate governance, particularly when it comes to CSR and ESG.</p>

<p class="has-medium-font-size">The inaugural Doctoral School on Asian and Comparative Regionalism commenced successfully on 19 August 2024 in Surabaya, Indonesia, hosted by the Faculty of Law at Airlangga University. This PhD-level initiative, generously supported by Airlangga University, marks a significant milestone in the ongoing collaboration between Maqsut Narikbayev University and Airlangga University. The event is a continuation and expansion of the three summer schools on comparative regionalism previously held in 2021, 2022, and 2023, now evolved into a more advanced and interdisciplinary academic platform.<br><br>The Doctoral School, jointly organized by Airlangga University, the United Nations University Institute on Comparative Regional Integration Studies (UNU-CRIS) in Belgium, the International School of Economics at Maqsut Narikbayev University in Kazakhstan, and the International Forum on the Future of Constitutionalism (North America), brought together 30 PhD students and young researchers from a diverse range of countries, including Kazakhstan, Uzbekistan, China, Indonesia, Ecuador, Malaysia, Belgium, and India. This international representation underscores the global significance of the topic and the event’s success in attracting a wide array of academic talent. Maqsut Narikbayev University’s strong representation at the event is led by Professor Ikboljon Qoraboyev, a member of the organizing committee, along with three PhD students specializing in economics. Their active participation highlights the university’s ongoing commitment to advancing knowledge and fostering international collaboration in the field of regionalism. The successful launch of the Doctoral School on Asian and Comparative Regionalism not only reflects the dedication of all involved parties but also sets the stage for future endeavors in legal education, research, and international collaboration.</p>

<p class="has-medium-font-size">On June 19, the students of the «Theories of International Relations» course at the International School of Economics had the privilege of attending a guest lecture by Robin Leterrier, a PhD candidate at Paris 8 University and a researcher at GEODE (Geopolitics of Data Sphere) of French Institute of Geopolitics (IFG).<br>The lecture provided insights into the major methods used by French IR and geopolitical scholars to study international relations.<br>Robin Leterrier shared his expertise on the methodologies employed by French scholars, emphasizing the unique perspectives and analytical frameworks that define French geopolitical studies. Robin Leterrier is currently a visiting researcher at Maqsut Narikbayev University. His research stay is part of an ongoing cooperation agreement between Maqsut Narikbayev University and Paris 8 University, aimed at fostering academic exchange and enriching the educational experience of our students. The event was a testament to the productive partnership and a valuable contribution to strengthening our cooperation. We extend our sincere gratitude to Robin Leterrier for his engaging and informative lecture, and for enhancing the academic discourse at our institution.</p>
