The event was held in a hybrid format with the participation of representatives from профильные ministries, employers, and universities across the country that train legal professionals. Participants discussed the activities of legal clinics at universities, ways to improve the quality of staffing and educational-methodological support, as well as the internationalization of legal education.

In addition, proposals were made to integrate university legal clinics with the professional legal community. Participants also exchanged views on further developing legal clinical education.

It should be noted that during the meeting, representatives of MNU also spoke about preparations for the second International Legathon MaxUP. The large-scale legal case championship, which will involve students from 13 countries, will take place at the university on April 3–4 this year.

Zhannetta Kalisheva held talks with First Vice-Rector of KazNU Erkin Duisenov and Dean of the Faculty of Law Ualikhan Akhatov. During the meeting, a project focused on translating leading international legal publications into Kazakh was presented, as well as developing modern textbooks authored by domestic scholars and educators. Zhannetta Kalisheva also met with the university’s academic staff to introduce the concept of a new publishing initiative.

Representatives of the Almaty university supported the initiative and expressed their readiness for joint activities. KazNU was also included in the work to form a consortium of universities participating in the project. Members of the working group of the Educational and Methodological Association plan to establish a unified funding mechanism for the project, noting that its implementation will represent a significant step forward in advancing legal education in Kazakhstan and strengthening the role of the state language within academia.

It should be noted that Maqsut Narikbayev University serves as the lead institution for the project on translating legal literature into Kazakh.

Maqsut Narikbayev University hosted a regular meeting of the Academic and Methodological Association in the field of Law, where experts discussed the development of legal education in Kazakhstan.

The event was held in a hybrid format with the participation of representatives from MNU, the Ministry of Justice of the Republic of Kazakhstan, and the heads of the country’s leading universities. Key topics of discussion included the integration of artificial intelligence into educational programmes, professional development for faculty, and the advancement of legal literature in the Kazakh language. During the meeting, MNU presented a comprehensive model for integrating artificial intelligence technologies into the educational process.

The initiative includes the introduction of a new mandatory course for all undergraduate programmes – Introduction to AI: Fundamentals of Application in Legal Professions. Modules on working with AI will also be added to such courses as Legal Writing, Legal Consulting, and Moot Court. Students will acquire skills in prompt engineering, text analysis and verification, document automation, and due diligence.

For master’s students, a module on the application of AI in legal research is planned, with a focus on big data analysis and intelligent source search. Professional development courses for faculty on the use of AI in the educational process are also envisaged. Furthermore, in-depth study of AI technology regulation will be delivered within the IT Law programme.

Members of the association also discussed the need for regular professional development courses for academic staff as part of summer and winter schools. The list of courses includes Public Speaking for Educators, Emotional Intelligence, Administrative Law, and Methods for Developing Criminal Law Case Studies.

Particular attention was given to the development of educational literature in the state language. MNU is in negotiations with Oxford University Press to obtain rights for the official translation of classical legal works into Kazakh, which will provide students with access to world-class educational resources.

It is worth noting that this week, the Address of the Head of State Kassym-Jomart Tokayev to the People of Kazakhstan highlighted pressing challenges and their solutions through digital transformation in the era of artificial intelligence.

The working group comprised representatives of MNU, the Academy of Law Enforcement Agencies under the Prosecutor General’s Office of the Republic of Kazakhstan, the Academy of Justice under the Supreme Judicial Council of the Republic of Kazakhstan, the Ministry of Science and Higher Education, the Ministry of Justice, as well as employers. The participants reviewed the recommendations adopted at the Parliamentary Hearings on the development of legal education held in April of this year. The agenda also included updating the educational programme in Legal Education in line with labour market needs, introducing interdisciplinary courses, developing a new graduate profile, and enhancing the work of legal clinics.

A substantive discussion was held on the use of artificial intelligence technologies in education, their various applications, and the development of standards for their integration. Members of the working group were introduced to the content of the new course “Introduction to AI,” currently being developed by MNU faculty. In addition, modern legal literature in the state language was presented, and the issue of its funding was addressed.

The participants also exchanged views on the methodology for producing academic publications in the state language and proposed measures to strengthen the publication of scientific research in the field of legal education. The establishment of a professional development centre for legal education faculty, to operate within the framework of winter and summer schools, was supported. Furthermore, a Roadmap was adopted for the development of a sectoral qualifications framework in the sphere of legal education.

AMA Legal Education Platform is a dialogue platform, which unites HEIs in the field of Law from all Kazakhstan regions to discuss important issues of legal education development, legal science and legal career.

The meeting addressed the following issues:

• • Draft Concept of Legal Education Development in Kazakhstan. Defining conceptual approaches to legal education.   
• • Educational training in Digital Law.    
• • PMG —  Textbooks with updated content. S. Baimurat — Adjunct Assistant Professor at MAQSUT NARIKBAYEV UNIVERSITY. ‘Qazaq-Orys qūqyqtyq sözdıgı: zañnamadağy qateler jäne tüsındırmeler’.
• • Opening of the International Environmental Law and Sustainable Development Centre at L. Gumilyov ENU.
• • The issue of introducing mechanisms of compulsory practice internship upon completion of the educational training for graduates of HEIs as an admission to the legal practice.

T. Narikbayev, the Chairman of AMA, giving the floor for the first question to O. Bektibayeva — Dean of MAQSUT NARIKBAYEV UNIVERSITY, noted that the work on the Draft Concept of Development of Legal Education began in spring: in May the AMA platform held a Strategic Session with the participation of 41 HEIs providing legal education, where the conceptual provisions and directions of work were defined.  Afterwards, the Draft Concept was sent to all HEIs to analyse and make proposals to improve the content of the Draft Concept. The proposals from 8 HEIs were received in due time and the group continued its work.  O. Bektibayeva, Dean of MAQSUT NARIKBAYEV UNIVERSITY Law School, introduced the work conducted. During the discussion of the Draft Concept, representatives of universities providing legal education made presentations.

Summarising the discussion, T. Narikbayev, Chairman of the AMA, noted that the Concept of Legal Education Development will be a methodological and research-based programme for the preparation of highly qualified specialists capable of working effectively in a rapidly transforming global environment with the amendments being introduced to the higher education system.

D. Utegen, Director of the Digital Rights Center Qazaqstan within the AIFC, delivered a speech on the second topic — Educational training in Digital Law, presenting a digital law programme designed to improve the competencies of lawyers working in various sectors of the digital economy. The digitalisation of various business sectors gives rise to a new type of relationship, specifically the use of the Internet and IT technologies, AI, with a range of peculiarities.

The ‘Qazaq-Orys qūqyqtyq sözdıgı: zañnamadağy qateler jäne tüsındırmeler’ prepared by S. Baimurat, Adjunct Assistant Professor at MAQSUT NARIKBAYEV UNIVERSITY, was considered as part of the AMA-PMG: Modernized Legal Textbooks.

Professors of member universities and the Ministry of Justice of the Republic of Kazakhstan representative —  N. Zhamaladin, Director of the Department of Legal Clarification and Coordination, actively participated in the discussion of the textbook. During the discussion, the participants noted that this dictionary is one of the necessary educational publications for the accurate understanding and use of legal terms in practice.

The fourth issue on the agenda was addressed by R. Akshalova, the Head of the International Law Department of L. Gumilyov ENU. She presented the purpose of the established International Environmental Law and Sustainable Development Centre, plans for its future activities, and invited the participants to cooperate.

The agenda of the meeting was finalised by the introduction of mechanisms for compulsory practice internship upon completion of the educational training as an admission to legal practice for the graduates of HEIs. In the discussion, Zh. Kalisheva —  Head of the MAQSUT NARIKBAYEV UNIVERSITY Bureau for Evaluation and Certification of Lawyers, dwelt on how in modern conditions graduates of universities in the direction of Law, after the completion of the educational training, fulfil practical internship as one of the mechanisms of admission to legal practice. During the discussion, the representatives of HEIs asked questions to the Ministry of Justice of the Republic of Kazakhstan, which were addressed by N. Zhamaladin — Director of the Department of Legal Clarification and Coordination.
