YOUTH AND CIVIL SERVICE: HEAD OF KAZAKHSTAN’S CIVIL SERVICE AGENCY DISCUSSED RECENT REFORMS WITH MNU STUDENTS

Maqsut Narikbayev University (MNU) recently hosted a guest lecture by Darkhan Zhazykbay, Chairman of the Agency for Civil Service Affairs of the Republic of Kazakhstan. The event attracted students interested in career opportunities in public service and the latest reforms in the sector.

During his speech, Darkhan Zhazykbay discussed the key aspects of civil service, new selection mechanisms, and the importance of professional ethics. He emphasised that public service is not just a career, but an opportunity to contribute to the country’s development. In particular, he highlighted the “Adal Azamat” (“Honest Citizen”) concept, which promotes fairness, professionalism, and a strong commitment to serving public interests.

The speaker also outlined several new initiatives in public administration, including the digitalisation of personnel selection and reducing bureaucratic barriers. MNU students showed great interest in employment opportunities, career growth, selection requirements, and salary levels. Darkhan Zhazykbay answered all questions in detail, stressing that civil service now offers transparent opportunities for young professionals.

“We need to train highly specialised professionals who can meet modern demands, including adaptability to digital governance and artificial intelligence management. These specialists must work closely with government institutions. Today, it is especially important to retain talented and qualified personnel in the country and motivate them to serve the state. We must be ready for these changes,” said Darkhan Zhazykbay,Chairman of the Agency for Civil Service Affairs of the Republic of Kazakhstan.

He also noted that out of 400 specialists enrolled in the Presidential Youth Personnel Reserve, 28 are graduates of Maqsut Narikbayev University. Additionally, he presented letters of appreciation to third- and fourth-year students who actively participated in the “School for Young Civil Servants” project—an initiative aimed at preparing highly qualified civil service professionals and fostering leadership skills among young people.

As part of his visit, Darkhan Zhazykbay also met with Talgat Narikbayev, Chairman of the Board of MNU, and familiarised himself with the activities of the MIND Analytics and Research Center. He was briefed on the results of the launch of the United Nations SDG Accelerator Programme in the Akmola region, and discussions were held on further opportunities for collaboration.

Maqsut Narikbayev University continues to actively develop partnerships with government agencies, providing students with valuable firsthand insights and practical experience. Such initiatives not only broaden students’ perspectives but also contribute to shaping the future workforce of Kazakhstan’s civil service.
