The project team has conducted:
- A study of current standards and practices of health care for prisoners in penitentiary institutions, identifying major problems such as unequal access to health services, poor quality of care, lack of specialists and limited resources;
- An analysis aimed at identifying gaps in the provision of health services and medicines, as well as problems with infrastructure and coordination between agencies.
- Work with key stakeholders: a number of meetings with participants in the business process of organising medical care for under-trial and convicted individuals. The results of this work were the signing of the Plan of the Interagency Working Group on the issues of ensuring the right to health protection and guaranteed medical care for individuals held in pre-trial detention centres and institutions of the criminal-executive (penitentiary) system at the level of the Ministers of Health and Internal Affairs of the Republic of Kazakhstan for 2024.
The project team proposes to:
- Establish a specialized Office or Department within the Ministry of Health to coordinate health care for prisoners;
- Amend the legal and regulatory acts aimed at improving the legal framework for the provision of medical care to prisoners, including telemedicine, the attachment of prisoners to medical institutions and the revision of the list of diseases that constitute grounds for exemption from sentence;
- Develop the infrastructure, human resources, and digitalisation in the penitentiary health care system.
