The project team has conducted:
An analysis of the current state of urbanization and creative industries in Kazakhstan, revealing insufficient citizen participation in urban planning processes, weak integration of creative industries into the urban economy and limited opportunities for financing sustainable projects;
The development of proposals for creative hubs in the cities of Kokshetau, Karaganda and Astana that will support economic development and social well-being by attracting investment and creating new employment opportunities;
Work on the creation of the Unified Portal of the Public Participation Budget, which will ensure the streamlining and transparency of all stages of the program, as well as increase opportunities for participation of citizens.
The project team proposes to:
Strengthen the coordination between government agencies and local communities to better achieve SDG Goal 11 by actively involving civil society in decision-making processes;
Increase public awareness and participation in projects related to the creative industries through advocacy work, organisation of professional courses, international festivals and forums;
Integrate the creative industries into the urban economy by creating modern creative hubs that will contribute to the economic development and cultural enrichment of cities;
Incorporate the educational components of creative hubs, providing ongoing training and skills development necessary for success in the creative economy;
Develop and implement a Unified Portal of the Public Participation Budget, which will allow flexible response to the needs of local communities and ensure transparency of all stages of the program;
Amend the regulatory and legal acts to provide for the possibility of financing PPB projects from extra-budgetary funds and to include in the program the solution of environmental and social problems.
