Maqsut Narikbayev University (MNU) hosted a memorial evening to commemorate the 85th anniversary of the birth of esteemed statesman and public figure Maqsut Narikbayev. The event gathered distinguished legal professionals, government officials, university staff, as well as his family, friends, and students—individuals who regarded him as both a mentor and an inspiration. On this solemn occasion, heartfelt expressions of gratitude and admiration were shared, reaffirming the enduring legacy of MNU’s honorary rector, whose influence extended far beyond the university’s development, leaving a profound mark on the lives of many.
The evening unfolded in a warm and heartfelt atmosphere, enriched by cherished memories and reflections. Guests recounted stories about Maqsut Narikbayev, recalling his wisdom, high standards, unwavering commitment to justice, and boundless dedication. Additionally, a documentary film and a dedicated website were presented, showcasing his significant role in shaping the socio-political landscape of Kazakhstan. Theatrical and musical performances further conveyed his depth of character and lasting influence on generations of legal professionals.

During the event, official messages from the leadership of the Prosecutor General’s Office, the Supreme Court, and the Ministry of Justice were read aloud. These tributes underscored Maqsut Narikbayev’s remarkable contributions to state governance, the legal system, and the training of highly skilled professionals. Under his leadership, the Law of the Republic of Kazakhstan “On the Prosecutor’s Office” was enacted, alongside crucial measures to safeguard judicial independence and uphold the constitutional integrity of the nation’s legal framework.
“Maqsut Narikbayev took decisive steps to reinforce the status of the Prosecutor’s Office, identifying effective mechanisms to uphold citizens’ rights and freedoms, ensure the legality of investigative procedures, regulate administrative proceedings, and protect the rights of minors. Recognising the increasing demands on district prosecutors’ offices, he worked tirelessly to expand their staffing levels. His efforts brought about a fundamental transformation within the Prosecutor’s Office, fostering both legal integrity and the promotion of a new legal culture in society,” wrote Berik Assylov, the Prosecutor General of the Republic of Kazakhstan, in his letter.
Holding the positions of Prosecutor General (1995-1996) and Chairman of the Supreme Court (1996-2000), Maqsut Narikbayev played a pivotal role in establishing and consolidating the rule of law in Kazakhstan. At the memorial evening, several guests emphasised that he, as a Doctor of Law, was instrumental in founding the Union of Judges of Kazakhstan and leading the initiative to separate the Supreme Court from the Ministry of Justice, thereby ensuring the genuine independence of the nation’s highest judicial authority. Additionally, Professor Narikbayev was deeply committed to nurturing the next generation of legal professionals, instilling in them the principle that the legal profession is, above all, a calling dedicated to justice and the rule of law.

“I gained invaluable experience from him in leadership, team management, and professional ethics. His tenure as Prosecutor General, Chairman of the Supreme Court, and head of the university demanded the utmost dedication from those around him. His work ethic and unwavering commitment to society exemplified his courage and integrity,” stated MNU’s Professor Emeritus Marat Kogamov.
“Maqsut Narikbayev was a visionary, brimming with energy and ideas. Regardless of the task at hand, he executed it with excellence. His enthusiasm was infectious, and his dynamic leadership inspired all those who worked alongside him. When a great figure departs, monuments are often erected in their honour. However, as the saying goes, he built his own monument—not of stone, but in the form of the university that now bears his name,” remarked Igor Rogov, Honorary Professor of MNU.

Indeed, one of Maqsut Narikbayev’s most significant accomplishments was the establishment and development of KAZGUU University (currently Maqsut Narikbayev University). He held several key positions, including Rector (2000-2007, 2012-2013), Chairman of the Board of Directors (2007-2008), and President (2008-2012, 2013-2015). He played a crucial role in advancing academic research, introducing innovative educational methodologies, and elevating the university’s standing within the global academic community. His strategic vision propelled MNU to the forefront of higher education, strengthening academic infrastructure, refining curricula, and securing recognition from prestigious international accreditation bodies.
“Maqsut Narikbayev led our university for over 15 years, leaving an enduring mark on the field of education. He took significant personal risks in securing loans for the construction of a new academic building in Astana, offering his own guarantees. However, for him, the physical structure was secondary to the quality of education it would house. His ultimate priority was the future of the students,” stated Talgat Narikbayev, Chairman of the Board of MNU.
Maqsut Narikbayev’s ideals, aspirations, and tireless efforts to create a just society continue to be reflected in the achievements of his students, within the university’s walls, and in the progressive advancements he introduced to Kazakhstan’s legal system. The memorial evening was not merely a tribute to a distinguished figure but also a testament to the enduring impact of his vision. His principles remain alive—in the individuals he inspired, in the academic and legal communities, and within the nation’s legal framework. This year, on March 30 Maqsut Narikbayev would have turned 85.
