Maqsut Narikbayev University hosted a large-scale discussion on the development of transnational education (TNE) in Kazakhstan. Representatives from the Ministry of Science and Higher Education, Higher Education Development National Center, the British agency UK QAA, Kazakhstani universities and accreditation agencies gathered to discuss key barriers, opportunities and ways to ensure the quality of international educational programs.
The internationalization of higher education in Kazakhstan is rapidly gaining momentum. Branches of leading foreign universities are opening, dual degree programs are being launched and cooperation with Great Britain, European countries, Asia and North America is expanding. However, new challenges arise: how to ensure a high level of teaching, how to adapt global standards to the national education system, and what changes in internationalization policy are necessary?
One of the key outcomes of the work of international and Kazakhstani experts was the development of the Transnational Education Quality Assurance Framework (TNE QAF). This document is intended to serve as a tool for universities and regulatory bodies, providing transparent quality control mechanisms and promoting the introduction of best global practices into the Kazakhstani higher education system.


It is worth noting that in 2024, MNU confirmed its high status on the international educational stage by successfully completing the International Quality Review (IQR) and receiving global accreditation from the UK Quality Assurance Agency (QAA). QAA experts recognized MNU’s alignment with the 10 standards of the European Higher Education Area (ESG), highlighting key strengths such as the university’s flexible scheduling system that allows students to design their own timetables, its graduate employment support initiatives, its extensive partnerships with professional organizations, and its comprehensive programs promoting the physical and psychological well-being of employees.
Thus, Maqsut Narikbayev University became the first university in the CIS and Central Asia to receive accreditation from QAA. Previously, MNU’s programs had also received institutional accreditation from the European agency FIBAA, which confirms its commitment to high educational standards.
