On December 9th — the International Anti-Corruption Day, MAQSUT NARIKBAYEV UNIVERSITY together with the ANTI-CORRUPTION AGENCY, UNODC, and THE PROJECT OFFICE OF THE ACADEMIC INTEGRITY LEAGUE, organised a Republican Forum on the Promotion of Academic Integrity in Education.

About 200 representatives of the educational and scientific communities participated in the Forum. Among the participants were Oliver Stolpe, UNODC Regional Representative for Central Asia, Natalya Zhumadildayeva, First Vice-Minister of Education of Kazakhstan, and Talgat Yeshenkulov, Vice-Minister of Science and Higher Education, as well as around 60 university rectors.

The Chairman of the Anti-Corruption Agency, Askhat Zhumagali, noted that academic integrity lays in the foundation of quality education and a successful career. He emphasised the role of the Academic Integrity League as a key mechanism for establishing a fair and transparent culture in educational institutions.

We unfolded the system, showed the authorised bodies their weak points, and made corresponding recommendations. Today, we have automated and integrated the databases of education departments with the Treasury. We already have monthly verifications that are audited. There is a certain risk management system that signals possible abnormal payments and possible signs of misappropriation. The system is already working, and we have significantly minimised the risks, and we continue our work in this regard.

In addition, Chairman of the Board of MAQSUT NARIKBAYEV UNIVERSITY, Talgat Narikbayev, pointed out that the future of the League is associated with reaching out to all levels of education and implementing a systematic approach to fostering values of integrity.

The forum presented the results of the League’s work, with the discussion of digital transformation measures in education and experience exchange. Ultimately, the Civil Aviation Academy, Arkalyk Pedagogical Institute, and West Kazakhstan Medical University expressed their desire to join the League. To evaluate the performance of higher education institutions, the League has developed 10 principles and 105 criteria aligned with academic standards.

At the time of joining, the university was at the level of 30-40% compliance with the standard, and now it is over 70-80%. We are planning to promote academic integrity not only in higher education but also in secondary and specialised secondary education, as it is abroad.

Nurgul Makhanbaeva, Head of the Project Office of the Academic Integrity League

The Forum has become one of the platforms for promoting the principle of law and order in society, exchanging experience, and discussing key areas of work to enhance integrity in education.

The Academic Integrity League was established five years ago and currently unites 18 universities, including Maqsut Narikbayev University, the Academy of Public Administration under the President of the Republic of Kazakhstan, the Kazakh-British Technical University and other leading universities. It aims to develop ethical standards and prevent violations in education.
