INFORMATION LETTER

Dear colleagues!

In honor of its 30th anniversary, Maqsut Narikbayev University (KAZGUU) is pleased to announce the holding of a scientific and practical conference for young scientists “MNU Annual Legal Conference – 2024”.

The topic for 2024 is “The Law of the Republic of Kazakhstan: trends, challenges, prospects”.

The purpose of the MNU Annual Legal Conference – 2024 is to exchange opinions and visions, discuss and find solutions to scientific and practical problems in the field of law, discuss new directions and trends in the development of science. We strive to popularize science, advance the image of scientific activity and high-quality scientific knowledge in this field.

We invite young scientists – students, undergraduates and doctoral students, experts, judges and civil servants who share our interest and values and are ready to contribute to the development of science in the Republic of Kazakhstan.

The conference will be organized in the form of panel presentations and discussions on the following sections:

General and special administrative law. The administrative process.
Civil law and civil procedure
Labor law
Constitutional law. Theory and philosophy of law.
Criminal law and criminal justice
International law

The participants of the MNU Annual Legal Conference – 2024 will receive a unique resident status of the MNU Scholars Community, a community of young scientists with the following privileges:

membership is a community of like-minded people;
name card and badge of the MNU Scholars Community resident;

Venue: Maqsut Narikbayev University, Korgalzhyn highway 8, Astana, Kazakhstan.

Languages of the conference: Kazakh, Russian, English.

Form of participation: Offline. Online participation is possible in agreement with the Conference Organizational Committee.

To participate in the conference, it is necessary to submit to the Organizing Committee by April 1, 2024:

the text of the scientific article, designed in accordance with Appendix No. 2 to this letter, in WORD format;
the review signed by the supervisor in PDF format (for individual who do not have an academic Master’s degree in Law);
photo of the author(s);
the scanned last page of the article text (There should be the following inscription: “The article is being published for the first time, has not been submitted and will not be submitted to other publications.” The date and signature of the author(s). Information about the author(s) is also here: surname, first name and patronymic, e-mail address, contact phone numbers).

All materials should be sent to the following e-mail with the subject “Application for participation in the conference”: mnu_conference@kazguu.kz

The conference materials will be published in the form of a collection of articles. The collection will be assigned the corresponding UВС, LBC library indexes and the International Standard Book Number (ISBN).

A collection of conference materials will be published on the MNU University website — https://kazguu.kz/ru/ in electronic form in PDF format.

Participants will receive a certificate of participation in the conference. Moreover, the participants will be nominated with awards:

“The Silver Tongue” — for high-quality and informative presentation of research results in front of an audience.

“The Fresh View” — for the original ideas presented in the article, which can make a significant contribution to the development of law.

“The Analyst” — for in-depth analysis of research data, contributing to a better understanding of the subject and issues.

No registration fee is required.

The texts of the articles will be selected by the Organizing Committee.

For the attention of the participants!

Meals for participants: coffee breaks are provided during the conference.

Hotel reservations are made by the conference participants themselves. Accommodation and travel expenses are at the expense of the sending organization.

REQUIREMENTS FOR REGISTRATION AND

REVIEWING ARTICLES FOR PUBLICATION

Research ethics	The work must be carried out in compliance with the principles of scientific research ethics. Articles submitted to the Organizing Committee undergo a plagiarism check procedure. The author(s) are responsible for errors, inaccuracies of a scientific and factual nature. In case of revision or revision of the article at the request of the Organizign Committee and the date of receipt is considered to be the date of receipt by the Organizing Committee of the final version. The text of the article should be carefully edited, without any typos; the authors are responsible for the content of the articles. Articles whose design does not meet the specified requirements are not allowed to be published. All articles will be checked for borrowings (plagiarism) through the Turnitin program. The uniqueness must be at least 80%.
Structure	The text of the scientific article should contain the following structural elements: Abstract (annotation): 100-150 words. Keywords Introduction The main body Conclusion References Article should contain new relevant information in the field of law and the results of original scientific research, previously unpublished and not intended for publication in other publications. The author is obliged to inform the Organizing Committee of the Conference when submitting the article and other materials – whether they have been published or submitted to other publications. Articles are published in Kazakh, Russian, and English. The initials and surname of the author, academic degree, academic title, position, department, university, other information about the author’s place of work, city, country, e-mail address are placed at the beginning of the article. After the author’s surname – the title of the article, three annotations (at least 5-8 sentences) in Russian, Kazakh and English (with translation of the surname, initials of the authors, place of work of each author and the title of the article). The abstract reveals the relevance of the topic, the subject of the study, the purpose of the work, methods, novelty and the main conclusions of the article. After each annotation there are 10 keywords in the corresponding language. At the end of the article there should be an entry: “The article is published for the first time, has not been submitted and will not be submitted to other publications,” the date and signature of the author(s). Information about the author(s) is also placed here: surname, first name and full patronymic, e-mail address, phone numbers. Online submissions are submitted to the Organizing Committee: an electronic version of the article, a photo of the author (preferably an artistic, non–documentary portrait). The last page is also sent in a scanned version.
Volume	The text of a researcher’s scientific article should be at least 1,500 words for students (bachelor’s degree) and at least 2,000 words for undergraduates (master’s degree), not including the amount of information about the authors, abstract (abstract), keywords, list of sources used, footnotes (citations) and appendices.
Review	When submitting an application for participation in the conference a researcher, along with the text of a scientific article, must attach a review by a supervisor or a specialist specializing in the topic of the article. The signed review must be attached to the application in the form of a separate PDF document.
The format of the document with a scientific article	The document must be submitted in Microsoft Word format with an extension.doc or .docx.
Technical requirements for a scientific article	Margins: top – 2.5 cm, bottom – 1.5 cm, left – 2 cm, right – 2 cm; Font – Arial; Font size of the main text – 12 pt, footnotes – 10 pt; Alignment – width; Paragraph – 1.25; Line spacing – single.
Quoting	Footnotes (citations) should be designed in accordance with the requirements of the Publication Manual of the American Psychological Association (APA Publication Manual), 6th edition.
Additional information	No prints of the articles are issued, and no royalties are paid to the authors. There is no fee for publication from authors and readers. The author of the published article receives an electronic version of the journal. The best articles will be published in the section “Tribune of the young Scientist” of the journal “Law and State, Maqsut Narikbayev University”. In case of non–compliance with the requirements for the published article, the Organizing Committee of the MNU Annual Legal Conference – 2024 reserves the right to refuse to accept the article for publication in the collection without providing an explanation of the reasons for such a decision.

REQUIREMENTS FOR THE CONTENT OF THE ARTICLE (METHODOLOGY)

Methodology of writing a published scientific article
Part	Requirements
Introduction	Volume: 20 percent of the text of the article. Content: it is necessary to describe the problems on which the research topic is based. Types of problems: 1. A new phenomenon (a new approach to regulation, a new institution of law, etc.). 2. Inconsistency of legislation with the norms of international law. 3. Conflicts between the rules of law. 4. Inconsistency of the rule of law with the principles of law, the basic ideas of the legal act.5. Inconsistency of the practice of application with the rule of law. 6. The list is not exhaustive. Purpose: to develop recommendations for solving problems. The above-mentioned structural elements are not exhaustive, but represent a minimum standard. .
The main body part	Volume: 80 percent of the text of the article. Content: The main part should contain:• the process of theoretical and (or) experimental research, including determining the nature and content of theoretical research, research methods, calculation methods, justification of the need for experimental work, principles of operation of the developed objects, their characteristics.• generalization and evaluation of research results, including an assessment of the completeness of the solution of the task and suggestions for further areas of work, assessment of the reliability of the results obtained and their comparison with similar results of domestic and foreign works.
Conclusion	Volume: 20 percent of the text of the article. Content: Developed recommendations for solving the problems reflected in the introductory part of the article.
Criteria for admission to publication	The text of the article that does not meet the above requirements cannot be accepted for publication. In case of non–compliance with the requirements for the published article, the Organizing Committee of the MNU Annual Legal Conference – 2024 reserves the right to refuse to accept the article for publication in the collection without providing an explanation of the reasons for such a decision.
