The project team has conducted:
- An analysis aimed at identifying the gaps in rural tourism in Kazakhstan;
- A pilot project aimed at sustainable development of rural areas in Bulandyn district of Akmola region. The project served 6136 tourists, which resulted in a significant increase in tourism income and tax revenues;
- A comprehensive plan for the development of anchor villages has been developed and approved, including measures to improve the infrastructure, water supply, education, health care, and create new employment opportunities in agricultural business and tourism.
The project team proposes to:
- Amend the legislation to allow farmers to practice agricultural tourism on agricultural land;
- Introduce tax incentives for new tourist facilities and the modernization of existing ones, as well as a reduced loan program to support entrepreneurs in rural tourism;
- Establish the accountability of local executive bodies for the development of rural tourism and better coordination between different state structures;
- Continue the development of the meat cluster in Bulandyn district, which will increase the production and processing of agricultural products;
- Ensure modernization of infrastructure in rural areas, including roads, communications, education and health facilities, to create conditions for sustainable development and attract tourists;
- Promote engagement with local communities and businesses to attract investment and develop pivotal villages;
- Test the successful models of sustainable rural development and expand them to other regions of Kazakhstan.
