MNU Professors Support the Draft of the New Constitution

Legal scholars of Maqsut Narikbayev University (MNU) have expressed their support for the draft of the new Constitution of the Republic of Kazakhstan. The university hosted a roundtable discussion titled “The New Constitution – A New Stage in the Development of Statehood.”

Participants discussed the draft of the new Constitution, which was published in the media today. PhD, Professor Marat Akhmadi spoke about the comprehensive revisions made to the text of the Basic Law in the state language. In addition, members of the Constitutional Commission Doctors of Law and MNU professors Unzila Shapak and Indira Aubakirova, as well as member of the Constitutional Commission and Chairman of the MNU Board Talgat Narikbayev presented the outcomes of the Commission’s work, emphasizing that the draft of the new Constitution incorporated proposals submitted by the university’s professors.

As you know, yesterday President Kassym-Jomart Tokayev signed a decree scheduling a national referendum on the adoption of the New Constitution for March 15, 2026. We considered it our duty to be among the first to discuss the draft of the new Basic Law at our university,which serves as a cornerstone of legal education and a hub for the nation’s legal community,” said Talgat Narikbayev, Chairman of the MNU Board and member of the Constitutional Commission.

Professors who participated in drafting Kazakhstan’s first Constitution also spoke at the roundtable. Emeritus Professor of MNU, Doctor of Law Tolesh Kaudyrov, noted the positive differences and improvements in the draft of the new Basic Law compared to the 1993 and 1995 Constitutions. It should be noted that MNU scholars submitted proposals to correct terminological errors, semantic inaccuracies, grammatical inconsistencies, and legal-linguistic contradictions in the Kazakh-language version of the Constitution.

The draft of the new Basic Law incorporates many values. The spirit of the Constitution has been significantly strengthened, our national identity has been reinforced, and provisions highlighting our uniqueness as Kazakhstanis have been included. The draft published today is the result of consensus. The work of the Constitutional Commission and various public platforms was aimed at taking into account as many public opinions, sentiments, and ideas as possible,” said Indira Aubakirova, Associate Professor of MNU and member of the Constitutional Commission.

Following the roundtable, participants proposed continuing the work of this dialogue platform and expressed their support for the draft of the new Constitution.
