History of Maqsut Narikbayev University

From Almaty to Astana. From Kazakhstan State University to Maqsut Narikbayev University. Since 1994, our university has opened its doors in Almaty, the southern capital of the Republic of Kazakhstan. Since 2002, the University has moved to the new capital of the country — Astana. The first rector of KAZGUU
Yerkesh Nurpeisov – (1994-1996) Honorary First Rector of KAZGUU, PhD in Law, Associate Professor and Academician of the Academy of Natural Sciences of the Republic of Kazakhstan. He was elected as MP of the Regional Council, was a corresponding member, President of the Association of Lawyers of Kazakhstan, a member of the Human Rights Commission under the President of the Republic of Kazakhstan, the National Council for State Policy under the President of the Republic of Kazakhstan and the Supreme Judicial Council.

 

In 1994, by decree of President N.A. Nazarbayev, he was appointed as the first Rector of the newly established Kazakh State Law Institute (now KAZGUU University) in Almaty.

Throughout his career, he held several key positions, including:

– Member of Parliament (MP) of the Regional Council.

– Corresponding Member and President of the Association of Lawyers of Kazakhstan.

– Member of the Human Rights Commission under the President of Kazakhstan.

– Member of the National Council for State Policy under the President of Kazakhstan.

– Member of the Supreme Judicial Council of Kazakhstan.

 

A distinguished scholar, Yerkesh Nurpeisov authored numerous scientific and literary publications, including monographs and over 50 academic and popular articles.

Rector from 1996 to 2000

Nagashbay Shaikenov – (1998-2000) Honorary Rector of KAZGUU University, Kazakh Legal Scientist and Politician, Doctor of Law, Professor.

 

N.A. Shaikenov was a great scientist and an outstanding professor. He made a significant contribution to the development of conceptual problems of legal science: the essence of law, law and interests in society, the formation of a legal society, legal coverage for market transformations. He took an active part in the drafting of a number of important legislative acts. As the Minister of Justice, he fought hard for Legal reform, revived the Ministry of Justice, reviewed its functions and tasks, as a result of which the Ministry of Justice took a dominant position in the system of law enforcement agencies.

 

He was one of the main developers of the State program of Legal reform approved by the decree of the President of the Republic of Kazakhstan (1994). Under the legal reform program, he undertook a set of measures aimed at increasing the role of law in society, creating the necessary legislative and law enforcement framework for the ongoing reforms.

 

At his initiative, one of the priority areas of the Legal reform was the training of legal personnel. The opening of a specialized higher legal institution became possible by virtue of the direct participation of N.A. Shaikenov.

 

More than 30 works have been published, including 1 monograph, 2 works have been published abroad. The fundamental work ‘Legal coverage of the interests of personality’, published in 1990 in Sverdlovsk, has become the synthesis of the long-term theoretical research by N.A. Shaikenov.

Maqsut Narikbayev
Rector from 2000 to 2007

Maqsut Narikbayev – (2000 -2007), (2012 -2013) Honorary Rector of KAZGUU University, Kazakh Statesman, Prosecutor General of Kazakhstan (1995-1996), was a Chairman of the Supreme Judicial Council (2003-2006), Member of the Supreme Judicial Council of Kazakhstan, State Counselor of Justice of the 2nd class, Judge of the highest qualification class, Doctor of Law, Professor.

 

Being a well-known public and political figure, he took an active part in the legal development and strengthening of the statehood of independent Kazakhstan. He worked as a member of the permanent working group on improving legislation on law enforcement under the Administration of the President of the Republic of Kazakhstan.

 

He was the Head of the Working Groups when drafting ‘Law on the Prosecutor’s Office’ and ‘On Courts and the Structure of Judges’ (1994-95). He was a member of the Commission under the President of the Republic of Kazakhstan on combating corruption and the observance of service ethics by civil servants (2002), the Supreme Judicial Council of the Republic of Kazakhstan (in the second half of the 1990s, 2002-09, while in 2003-06 – Chairman of the Supreme Judicial Council of the Republic of Kazakhstan), was a member of the Commission on Human Rights under the President of the Republic of Kazakhstan (2003-2011), was a member of the Council on Legal Policy under the President of the Republic of Kazakhstan (since 2003), the Assembly of People of Kazakhstan (since 2010), Deputy Chairman of the Public Chamber at the Majilis of the Parliament of the Republic of Kazakhstan. In 2001, he created the public association ‘Republican Civil Movement ‘For Legal Kazakhstan’, and in April 2004, at the Constitutive Congress of the Democratic Party of Kazakhstan (PDK), organized on his initiative, he was elected as its Chairman.

 

He was one of the most active participants in the meetings of the Inter-Party Council on the problems of finding optimal solutions to overcome the consequences of the global financial crisis in Kazakhstan. Since April 2012 – Honorary Chairman (Leader) of the ‘Adilet’ party.

Sergey Fedorovich Udartsev – (2007-2009) Honorary Rector of M.Narikbayev KAZGUU University, prominent Kazakhstani legal scholar and public figure, Doctor of Law, professor, editor-in-chief of the ‘Law and State’ journal (2013-2022), Honorary Lawyer of Kazakhstan. Director of the Research Institute of Legal Policy, Constitutional Legislation and Public Administration.

 

Judge of the first Constitutional Court of Kazakhstan (1992-1995), initially appointed judge of the re-established Constitutional Court of the Republic of Kazakhstan (since January 2023), member of the Human Rights Commission under the President of the Republic of Kazakhstan.

 

Over the years, he worked as Chairman of the Expert Council on Legal Sciences of the Higher Attestation Committee of Kazakhstan, the Expert Council of the Human Rights Commission under the President of the Republic of Kazakhstan, the Accreditation Council of the Independent Agency for Quality Assurance in Education, as well as a member of Research Advisory Councils under the Constitutional Council of the Republic of Kazakhstan and the Supreme Court of the RK, Qualification Committee of the Supreme Judicial Council, National Research Board for Social and Human Sciences, Scientific Advisory Board of the Assembly of the People of Kazakhstan. Member of the editorial boards and editorial councils of many Kazakh and foreign scientific journals.

 

Author of more than 750 scientific, popular science, and methodological published works on the history of legal and political doctrines, philosophy of law, theory of state and law, constitutional law, civil law, history of state and law of Kazakhstan, history of legal science and legal education of Kazakhstan. About 140 academic papers have been published outside of Kazakhstan.

Kogamov Marat Shekishuly – (2009-2012) Honorary Rector of M.Narikbayev KAZGUU University.

 

In 1980, graduated with honours from the Karaganda High School of the USSR MIA, specialising in investigative and forensic studies; recipient of the F. Dzerzhinsky Scholarship.

 

In 1983, completed ahead of schedule, with defence of a dissertation for the degree of Candidate of Legal Sciences, the full-time adjuncture at the F. Dzerzhinsky Kyiv Higher School of the USSR Ministry of Internal Affairs.

 

In 1982 (at the age of 23), he defended his dissertation for the degree of Candidate of Legal Sciences at T. Shevchenko Kyiv State University, Kyiv.

Maqsut Narikbayev – (2000 -2007), (2012 -2013) Honorary Rector of KAZGUU University, Kazakh Statesman, Prosecutor General of Kazakhstan (1995-1996), was a Chairman of the Supreme Judicial Council (2003-2006), Member of the Supreme Judicial Council of Kazakhstan, State Counselor of Justice of the 2nd class, Judge of the highest qualification class, Doctor of Law, Professor.

 

Being a well-known public and political figure, he took an active part in the legal development and strengthening of the statehood of independent Kazakhstan. He worked as a member of the permanent working group on improving legislation on law enforcement under the Administration of the President of the Republic of Kazakhstan.

 

He was the Head of the Working Groups when drafting ‘Law on the Prosecutor’s Office’ and ‘On Courts and the Structure of Judges’ (1994-95). He was a member of the Commission under the President of the Republic of Kazakhstan on combating corruption and the observance of service ethics by civil servants (2002), the Supreme Judicial Council of the Republic of Kazakhstan (in the second half of the 1990s, 2002-09, while in 2003-06 – Chairman of the Supreme Judicial Council of the Republic of Kazakhstan), was a member of the Commission on Human Rights under the President of the Republic of Kazakhstan (2003-2011), was a member of the Council on Legal Policy under the President of the Republic of Kazakhstan (since 2003), the Assembly of People of Kazakhstan (since 2010), Deputy Chairman of the Public Chamber at the Majilis of the Parliament of the Republic of Kazakhstan. In 2001, he created the public association ‘Republican Civil Movement ‘For Legal Kazakhstan’, and in April 2004, at the Constitutive Congress of the Democratic Party of Kazakhstan (PDK), organized on his initiative, he was elected as its Chairman.

 

He was one of the most active participants in the meetings of the Inter-Party Council on the problems of finding optimal solutions to overcome the consequences of the global financial crisis in Kazakhstan. Since April 2012 – Honorary Chairman (Leader) of the ‘Adilet’ party.

Talgat Narikbayev has served as the Chairman of the Board of M. Narikbayev KAZGUU University (hereinafter – KAZGUU University) since June 2008.

 

His career at KAZGUU University began in 2007 when he assumed the role of President. From April 2013 to June 2019, he held the position of Rector.

 

Prior to joining KAZGUU University, Talgat Narikbayev held various positions in government institutions, including the Ministry of Internal Affairs of the Republic of Kazakhstan and the National Security Committee (1999–2006). Additionally, he served as an Adviser to the Department of Europe and US at the Ministry of Foreign Affairs of the Republic of Kazakhstan.

 

During his leadership of the University, the following results were achieved:

KAZGUU University became the first and only higher education institution in Kazakhstan to receive a certificate of international FIBAA accreditation without a single condition. The MBA programme received the Premium Seal from the same agency.

 

KAZGUU University successfully passed ACCA accreditation in finance, accounting and audit (ACCA is one of the largest international accounting organisations with more than 500,000 members), CIMA accreditation in Accounting and Audit, Finance, Economics and Management (CIMA is the Chartered Institute of Management Accountants of the United Kingdom of Great Britain and Northern Ireland), and accreditation of 7 modules under the ICAEW certification programme (Institute of Chartered Accountants in England and Wales).

 

Since the late 1990s, KAZGUU University team has represented the Republic of Kazakhstan in the Philip C. Jessup International Law Moot Court Competition, which is held in English in Washington, USA. For five years, the team has been among the Top 100 winning teams, outperforming 700 teams from leading foreign universities in 100 countries worldwide, and in 2016 entered the Top 50, taking 49th place. The moot court competition is organised by the international law firm White & Case.

 

For many years, students of KAZGUU University have been winners of the National Olympiads in Law and International Law.

 

According to the National Report on the State and Development of the Education System of the Republic of Kazakhstan, the employment rate of KAZGUU University’s graduates averages 88%.

 

KAZGUU University headed a consortium to implement the project of the World Bank and the Ministry of Justice of the Republic of Kazakhstan Strengthening Forensic Expertise in the Republic of Kazakhstan, which included King’s College London and Key Forensic Services (United Kingdom).

 

The Academic Diplomatic Club has been established at KAZGUU University, bringing together ambassadors of foreign states and diplomatic missions accredited in the Republic of Kazakhstan.

 

In addition to his duties at the University, T. Narikbayev is also actively engaged in public service and is a member of the Special Monitoring Group under the Anti-Corruption Agency of the Republic of Kazakhstan (formerly – the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption). Since 2019, he has served as Deputy Chairman of this Special Group.

 

Since October 2018, he has been the Chairman of the General Assembly of the Academic Integrity League (Adaldyq Ligasy), which includes 11 higher education institutions and the Anti-Corruption Agency of the Republic of Kazakhstan.

 

Since July 2019, he has been appointed Head of the ADAL BILIM Project Office, whose mission is to build transparent business processes in the activities of all entities involved in the scientific and educational sphere. This office was established on the initiative of the Minister of Education and Science of the Republic of Kazakhstan, A.K. Aimagambetov, and supported by the Chairman of the Anti-Corruption Agency of the Republic of Kazakhstan, A.Zh. Shpekbayev.

 

Since 2019, he has been a member of the Republican Public Council on Anti-Corruption under the Nur Otan Party.

He began his professional career in 2003, working as a legal counsel in various organizations. From 2007 to 2012, he was a recipient of the international educational scholarship “Bolashak.”

Starting in 2007, he pursued doctoral studies at the University of Wrocław, where from 2009 he taught International Law and the Law of the Council of Europe.

In August 2012, he was appointed Head of the Department of International Law at the Kazakh Humanitarian Law University.
