On November 27, 2024 the regular meeting with the participation of 20 universities in the Law direction, employers — national and international law firms and companies, and representatives of state bodies — Ministry of Science and Higher Education of the Republic of Kazakhstan, Ministry of Justice of the Republic of Kazakhstan, Association of Higher Education Institutions of the Republic of Kazakhstan, took place on the AMA platform in the direction of Law.
AMA in the Law direction is a dialogue platform, which unites HEIs in the field of Law from all Kazakhstan regions to discuss important issues of legal education development, legal science and legal career.
The meeting addressed the following issues:
- • Draft Concept of Legal Education Development in Kazakhstan. Defining conceptual approaches to legal education
- • Educational training in Digital Law
- • PMG — Textbooks with updated content. S. Baimurat — Adjunct Assistant Professor at MAQSUT NARIKBAYEV UNIVERSITY. ‘Qazaq-Orys qūqyqtyq sözdıgı: zañnamadağy qateler jäne tüsındırmeler’
- • Opening of the International Environmental Law and Sustainable Development Centre at L. Gumilyov ENU
- • The issue of introducing mechanisms of compulsory practice internship upon completion of the educational training for graduates of HEIs as an admission to the legal practice.
T. Narikbayev, the Chairman of AMA, giving the floor for the first question to O. Bektibayeva — Dean of MAQSUT NARIKBAYEV UNIVERSITY, noted that the work on the Draft Concept of Development of Legal Education began in spring: in May the AMA platform held a Strategic Session with the participation of 41 HEIs in the direction of Law, where the conceptual provisions and directions of work were defined. Afterwards, the Draft Concept was sent to all HEIs to analyse and make proposals to improve the content of the Draft Concept. The proposals from 8 HEIs were received in due time and the group continued its work. O. Bektibayeva, Dean of MAQSUT NARIKBAYEV UNIVERSITY Law School, introduced the work conducted. During the discussion of the Draft Concept, representatives of universities in the field of Law made presentations.
Summarising the discussion, T. Narikbayev, Chairman of the AMA, noted that the Concept of Legal Education Development will be a methodological and research-based programme for the preparation of highly qualified specialists capable of working effectively in a rapidly transforming global environment with the amendments being introduced to the higher education system.
D. Utegen, Director of the Digital Rights Center Qazaqstan within the AIFC, delivered a speech on the second topic — Educational training in Digital Law, presenting a digital law programme designed to improve the competencies of lawyers working in various sectors of the digital economy. The digitalisation of various business sectors gives rise to a new type of relationship, specifically the use of the Internet and IT technologies, AI, with a range of peculiarities.
The ‘Qazaq-Orys qūqyqtyq sözdıgı: zañnamadağy qateler jäne tüsındırmeler’ prepared by S. Baimurat, Adjunct Assistant Professor at MAQSUT NARIKBAYEV UNIVERSITY, was considered as part of the AMA-PMG ‘Textbooks with updated content’.
Professors of member universities and the Ministry of Justice of the Republic of Kazakhstan representative — N. Zhamaladin, Director of the Department of Legal Clarification and Coordination, actively participated in the discussion of the textbook. During the discussion, the participants noted that this dictionary is one of the necessary educational publications for the accurate understanding and use of legal terms in practice.
The fourth issue on the agenda was addressed by R. Akshalova, the Head of the International Law Department of L. Gumilyov ENU. She presented the purpose of the established International Environmental Law and Sustainable Development Centre, plans for its future activities, and invited the participants to cooperate.
The agenda of the meeting was finalised by the introduction of mechanisms for compulsory practice internship upon completion of the educational training as an admission to legal practice for the graduates of HEIs. In the discussion, Zh. Kalisheva — Head of the MAQSUT NARIKBAYEV UNIVERSITY Bureau for Evaluation and Certification of Lawyers, dwelled on how in modern conditions graduates of universities in the direction of Law, after the completion of the educational training, fulfil practical internship as one of the mechanisms of admission to legal practice. During the discussion, the representatives of HEIs asked questions to the Ministry of Justice of the Republic of Kazakhstan, and N. Zhamaladin — Director of the Department of Legal Clarification and Coordination, answered them.
