Artificial Intelligence Development: MNU Plans to Launch Joint Programme with Leading Chinese University

Maqsut Narikbayev University (MNU) and the Shanghai University of Political Science and Law (SHUPL) have agreed to expand their cooperation. A meeting between the leadership of the two institutions in Shanghai laid the foundation for joint initiatives in law, economics, management, and artificial intelligence.

During the meeting, Dean of the School of Economics and Management at SHUPL, Liu Xian, presented the university’s achievements in undergraduate and graduate programmes, highlighting International Economics and Trade, Law, and Digital Economy. He emphasised the school’s focus on integrating law and business, advancing digitalisation, and fostering partnerships with universities in countries involved in China’s Belt and Road Initiative. SHUPL Professor Bao Kun also shared the results of research in the emerging field of AI law.

MNU Provost Sergey Pen expressed hope for deeper cooperation across various areas and proposed the launch of a joint programme on the application of AI in law. The initiative includes the establishment of mirror research centres that will serve as platforms for academic mobility and the development of innovative technological solutions for the legal sector. On the Kazakhstani side, the partner will be Legal Expert, a company specialising in AI-powered legislative analysis platforms.

As part of the partnership, the institutions will adapt advanced Chinese legal systems for Kazakhstan and develop multilingual models for legal translation. Strategic objectives include harmonising the legislation of countries within the Belt and Road Initiative and establishing a Regional Observatory for the Development of Law through AI—a shared platform for experts and universities. The negotiations marked the beginning of practical cooperation and opened new opportunities for strengthening the strategic partnership between the two countries.

It is noteworthy that in his recent Address to the Nation, President Kassym-Jomart Tokayev identified pressing challenges and their solutions through digital transformation in the era of artificial intelligence as a priority. At Maqsut Narikbayev University, particular attention is given to the effective integration of AI technologies into the educational process. From the upcoming academic year, students will be required to complete a mandatory course on applied AI skills.

Earlier, MNU also signed memoranda of cooperation with several leading Chinese universities.
