Law as a Navigator of the Future: International Practical Research Conference Held at MNU

Maqsut Narikbayev University hosted a session of the international Practical Research Conference “Constitution and Statehood: Dialogue of Law and the Future.” Legal scholars, members of parliament, and representatives of state bodies discussed the role of constitutional principles in the legislative process.

The event, organised in cooperation with the Constitutional Court of the Republic of Kazakhstan, the Mazhilis of the Parliament of the Republic of Kazakhstan, and the Ministry of Justice of the Republic of Kazakhstan, was dedicated to the 30th anniversary of the adoption of the Constitution. Experts examined the relationship between law and the Constitution, as well as the role of state institutions in ensuring the conformity of regulatory legal acts with the Constitution. Discussions also addressed the functions of constitutional review and the development of a legal framework grounded in constitutional legitimacy.

“In the face of global challenges and digital transformation, constitutional principles serve as a reliable guide for the development of legislation and law enforcement practice. I am confident that the exchange of experience and open dialogue within the framework of this conference will generate new ideas and solutions that will contribute to strengthening the rule of law and democratic values,” noted MNU Chairman of the Board, Talgat Narikbayev.

Participants also raised the issue of ensuring the quality of legislation through the lens of the Constitution, as well as the mechanisms of oversight needed to safeguard against legal populism and distortions. During the conference, several university staff members were awarded commemorative medals “30 Years of the Constitution of the Republic of Kazakhstan.” The medals were presented on behalf of the Head of State by Deputy Chairman of the Constitutional Court of the Republic of Kazakhstan, Bakyt Nurmukhanov, who emphasised that holding such an annual dialogue platform at MNU on the eve of Constitution Day has become a tradition.

“The priority task is the quality of draft laws and their consideration within the walls of Parliament. A key factor in this process is the creation of all necessary conditions aimed at fully reflecting the substance of constitutional provisions in legislation, and at taking into account the legal positions and recommendations of bodies of constitutional review. Over the more than 30 years of practice of Kazakhstan’s constitutional justice, specific approaches have been developed to the examination of laws for constitutionality,” said Bakyt Nurmukhanov.

The conference became an important stage in advancing expert dialogue on the future of the country’s legal system.
