Meeting of the Working Group of the AMA in the field of Legal Education — 25.08.2025

On 25 August 2025, at the base of the Academic and Methodological Association (AMA) in the field of Legal Education, with Maqsut Narikbayev University serving as the lead institution, a Working Group commenced its activities. The group consists of representatives of higher education institutions that are members of the AMA in the field of Legal Education, departmental institutions such as the Academy of Law Enforcement Agencies under the General Prosecutor’s Office of the Republic of Kazakhstan, the Academy of Justice under the Supreme Judicial Council of the Republic of Kazakhstan, as well as representatives of state bodies — the Ministry of Science and Higher Education of the Republic of Kazakhstan, the Ministry of Justice of the Republic of Kazakhstan, and employers in the legal sector. The initiative was launched in line with the recommendations of the Parliamentary Hearings held in spring 2025 on the Concept for the Development of Legal Education in the Republic of Kazakhstan for 2025–2030.

On the first day, the Chair of the AMA in the field of Legal Education, T. Narikbayev, welcomed the participants and presented the programme of meetings, which will be hosted by the lead university over the course of three working days. The agenda is aimed at developing and implementing measures and proposals from the AMA in the field of Legal Education.

Representatives of universities and employers in the legal market dedicated the first day to addressing key issues on the agenda:

  1. • Updating educational programmes in the field of Legal Education in line with employers’ requests and the use of artificial intelligence;
  2. • Introducing interdisciplinary courses within the framework of the state compulsory standard of higher education (GOSO);
  3. • Developing a new graduate model for educational programmes in the field of Legal Education;
  4. • The work of Legal Clinics at higher education institutions.

A lively discussion unfolded around the role of artificial intelligence in education, its various forms, and the need to develop standards for its application. Maqsut Narikbayev University is currently developing the course “Introduction to Artificial Intelligence”, aimed at training students to work with AI. Heads of educational programmes in “Law,” E. Babadzhanyan, and in “International Law,” A. Abylaiuly, introduced the participants of the working group to the course content.

The second key topic — “Developing a New Graduate Model for Educational Programmes in the Field of Law” — received special attention from the working group, with a focus on the skills and competencies that graduates should possess.

The working group also devoted separate consideration to the activities of Legal Clinics at higher education institutions. Colleagues from Kyrgyzstan joined the discussion via Zoom — A. Bakirov, President of the Association of Legal Clinics of the Kyrgyz Republic, and Zhanat Kovalchuk, Head of the Legal Clinic of the American University of Central Asia — who shared their experience in operating legal clinics in the Kyrgyz Republic.
