
Maqsut Narikbayev University (MNU) has announced a senior leadership appointment: Sergey Pen has been named Deputy Chairman of the Board for Science, Innovation, and Artificial Intelligence (AI).
As part of the transformation of the university’s management structure, a new strategic area was established, bringing together science, innovation, and AI. To oversee this direction, MNU created the new position of Deputy Chairman of the Board for Science, Innovation, and AI. This step is aimed at strengthening the university’s research capacity, advancing innovation, and integrating AI into education and research. The decision is particularly significant in light of the Head of State’s Address to the Nation, which calls for the transformation of Kazakhstan into a digital state.
Sergey Pen began his career in 2001 as an investigator in the Karaganda police department before devoting himself to science and education. Over the years, he has served as Lecturer and Associate Professor at The Karaganda Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after B.Beisenov and as Dean of the Faculty of Law at Bolashak University in Karaganda. He joined Maqsut Narikbayev University in 2012, where he led the Department of Criminal Procedure Law and Forensics, served as Dean of the MNU Law School, and in 2019 was appointed Provost (Rector).
Sergey Pen graduated with honours from The Karaganda Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after B.Beisenov (2001). He is a member of the Human Rights Commission under the President of Kazakhstan, the Kazakhstan Lawyers’ Union, and serves on academic advisory councils at the Constitutional Court, Supreme Court, and Ministry of Justice. He holds a Candidate of Legal Sciences degree, is an Associate Professor, and author of numerous academic publications.
