Government Relations (GR) Expert

The MIND Research and Analytics Centre at Maqsut Narikbayev University is seeking an experienced Government Relations Expert to build strong partnerships with state institutions and secure resources for research and consulting projects.

Key responsibilities:

• Developing and implementing a GR strategy to promote the university’s scientific and innovative initiatives;
• Initiating, negotiating, and overseeing complex partnership agreements, including grant-funded and joint research projects;
• Preparing analytical materials, reports, and policy recommendations based on MIND’s research results;
• Building and maintaining sustainable relationships with government agencies;
• Providing regular reporting on partner engagement, project implementation, and GR activities.

You are a strong candidate if you have:
✔ A Master’s degree (PhD preferred) in International Relations, Law, Economics, or a related field;
✔ 7–10 years of experience in GR, strategic partnerships, or business development;
✔ Proven track record of influencing policy and securing external funding;
✔ In-depth knowledge of governmental structures and processes in Kazakhstan;
✔ Fluency in Kazakh, Russian, and English.
