EU AMBASSADOR H.E. ALEŠKA SIMKIĆ DELIVERS GUEST LECTURE AT MAQSUT NARIKBAYEV UNIVERSITY

On November 27, 2024, Maqsut Narikbayev University hosted a guest lecture by the European Union’s Ambassador to Kazakhstan, H.E. Aleška Simkić. The event drew the attention of students and faculty, focusing on key issues such as freedom of speech, human rights, and EU-Kazakhstan cooperation.

H.E. Ambassador Simkić highlighted the importance of fostering progress based on Kazakhstan’s unique values while meeting international commitments, particularly in media freedom and human rights. She noted the challenges some media outlets face when expressing opinions different from official narratives and stressed the significance of upholding commitments to freedom of speech.

n discussing human rights, the Ambassador praised Kazakhstan’s adoption of domestic violence legislation as a positive step. However, she emphasized the need for careful implementation to ensure that family values do not overshadow protections for victims. She stressed the importance of prioritizing victims’ rights and safety, highlighting that most cases of domestic violence occur within families.

The Ambassador also addressed EU-Kazakhstan relations, emphasizing strong cooperation in trade, connectivity, and transportation, while acknowledging room for further dialogue on human rights.

The lecture concluded with a lively Q&A session, where students posed questions about European foreign policy and global geopolitics. Ambassador Simkić’s insights provided a valuable perspective on the importance of fostering collaboration and mutual understanding between the EU and Kazakhstan. As a gesture of appreciation, Maqsut Narikbayev University presented H.E. Aleška Simkić with a beautifully crafted notebook to thank her for her time and invaluable insights.

This event marked another milestone in the university’s commitment to bringing global perspectives to its students and fostering dialogue on pressing international issues.

UNHCR Corner opening ceremony

On May 29, 2023, Maqsut Narikbayev University proudly hosted H.E. Indrika Ratwatte, Director of the Regional Bureau for Asia and the Pacific for the United Nations High Commissioner for Refugees (UNHCR), at the opening ceremony of the new UNHCR Corner in the university’s Public Library. This dedicated space aims to raise awareness of refugee issues and support UNHCR’s mission through educational resources and events. H.E. Ratwatte’s presence underscored the importance of global responsibility and empathy toward refugees, inspiring students and faculty to engage with critical humanitarian topics. The UNHCR Corner reinforces the university’s commitment to fostering social responsibility and global awareness.

ENACTUS 2024

On April 26, 2023, Maqsut Narikbayev University was delighted to welcome a distinguished delegation from Enactus as part of the evaluation process for hosting Enactus 2024. We’re truly honored to be considered for such a prestigious event.

Seminar on Water Management

On April 18th, 2023, the opening of the seminar on French-Kazakh cooperation in the field of groundwater management, organized by the Embassy of France, took place at MAQSUT NARIKBAYEV UNIVERSITY.
On behalf of the University, Ainur Karbozova, the Deputy Chairman of the Board addressed a welcoming speech.

During the first day of the seminar, the participants held a round table where they discussed the need for proper structuring and management of data collection for forecasting changes in water resources to achieve the goals of water supply.

Guest Lecture on “Human Rights Due Diligence & the European Union” by H.E. Daniel Rosenblum, Ambassador of the USA.

On April 13, 2023, Maqsut Narikbayev University welcomed the U.S. Ambassador to Kazakhstan, H.E. Daniel Rosenblum, and Sharon Waxman, President of the Fair Labor Association, for a guest lecture on “Human Rights Due Diligence & The European Union.” This event was part of a course taught by the Austrian Ambassador, H.E. Willy Kempel. Ms. Waxman, with her extensive experience as a former Deputy to the Undersecretary of State for Civilian Security, Democracy, and Human Rights, highlighted the critical importance of protecting human rights in today’s globalized world. Their visit provided students with valuable perspectives on international human rights standards and practices.

Round-table discussion “The role of diplomacy in a turbulent world”

On April 12, 2023, Maqsut Narikbayev University held a roundtable titled “The Role of Diplomacy in a Turbulent World,” featuring distinguished guests: His Excellency Kestutis Jankauskas, Ambassador of the European Union to Kazakhstan; His Excellency Toomas Tirs, Ambassador of Estonia; and His Excellency Willy Kempel, Ambassador of Austria.

This event provided students and faculty an opportunity to engage with top diplomatic leaders on critical global issues. The ambassadors shared insights on diplomacy’s evolving role and the challenges in maintaining stability in today’s complex international landscape. The session fostered dialogue, encouraging students to consider the importance of diplomacy in addressing global concerns.

UN Guest lecture “Structure and system of work at the UN”

On February 17, 2023, Maqsut Narikbayev University hosted a guest lecture by Elnara Bainazarova, the Press and Communications Advisor for the Office of the UN Resident Coordinator in Kazakhstan. Ms. Bainazarova presented insights into the UN’s structure and its operational system, providing students with a deeper understanding of international organizations. She also shared her career journey, offering valuable perspectives on career development within global institutions.

The interactive session allowed students to ask questions, fostering engagement and enhancing their knowledge of the UN’s mission and roles. This lecture is part of the university’s commitment to connecting students with global professionals and insights.

Guest lecture of Pinar Ölcer, professor of Leiden University

On December 7, 2023, Maqsut Narikbayev University was pleased to welcome Pinar Ölcer as a guest lecturer on “Domestic Violence and Human Rights.”

Prof. Ölcer provided a presentation highlighting the key role of the courts in the criminal justice context, with a focus on recognizing the seriousness of domestic violence.

The lecture was attended by representatives of the diplomatic corps, professors and students, the Diplomatic School, the Ombudsman Club, as well as representatives of governmental bodies such as the Constitutional Court.

We extend our sincere gratitude to the Embassy of the Kingdom of the Netherlands for its invaluable support in organizing this event.

Guest lecture of Mr. Jonatan Vseviov, the Secretary General of the Ministry of Foreign Affairs of the Republic of Estonia

On November 28, 2023, Maqsut Narikbayev University was pleased to welcome Mr. Jonatan Vseviov, the Secretary General of the Ministry of Foreign Affairs of the Republic of Estonia.

Mr. Vseviov talked to International Law students on rules-based International Legal System – its future and challenges, Estonia’s foreign policy trajectory and its vision for the future global order. Throughout the session, the Secretary General underscored six key principles crucial for maintaining peace and security in both the region and the world.

We extend our genuine appreciation to the Embassy of the Republic of Estonia in Republic of Kazakhstan for taking the initiative to organize this event.

Guest lecture of Ms. Lisa Ehoke, a judge specializing in children’s cases at the Paris Court

On November 24, 2023, Maqsut Narikbayev University hosted a lecture by Ms. Lisa Ehoke, a judge specializing in children’s cases at the Paris Court. Ms. Ehoke visited Kazakhstan to become acquainted with the Kazakh judicial system and to present an overview of the French system.

During her lecture, Ms. Ehoke outlined her professional path, explained the workings of the Paris Court system, and discussed with students serious topics such as the international kidnapping of children. She also shared unique cases from her career.

The University expresses its sincere gratitude to the Embassy of French Republic in Republic of Kazakhstan for facilitating and supporting the visit of Ms. Lisa Ehok, which promotes valuable intercultural exchange and enhances the educational experience of our students.

Guest lecture of Ms. Elnara Bainazarova, Development Coordination Officer specializing in communications and advocacy in the Office of the UN Resident Coordinator (RCO) in Kazakhstan

On November 22, 2023, Maqsut Narikbayev University hosted a guest lecture by Ms. Elnara Bainazarova as part of the “Applied Diplomacy” course. Ms. Bainazarova is an experienced Development Coordination Officer specializing in communications and advocacy in the Office of the UN Resident Coordinator (RCO) in Kazakhstan.

During the lecture, Ms. Bainazarova spoke about her professional path and shed light on the intricacies of the United Nations (UN) system. She touched upon the topics of sustainable development and the primary role of multilateral diplomacy. In addition, lecturer noted such important issues of our time as domestic violence and gender inequality, emphasizing their significance for the modern world community.

One of the main conclusions made by our estemeed guest was the understanding of the importance of supporting the principles of the organization in which you work, such compliance allows a person not to lose himself/herself.

On November 13, 2023, Maqsut Narikbayev University was pleased to welcome H.E. Ambassador Monika Iwersen – Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to the Republic of Kazakhstan as part of the “Applied Diplomacy” course.

The Ambassador’s lecture was devoted to her personal experience as a diplomat, German history, global international relations between different countries, academic and scientific relations between Kazakhstan and Germany and shared tips for future colleagues.

On November 6, 2023, Maqsut Narikbayev University had a guest lecture of H.E. Ambassador Nico Schermers – Ambassador Extraordinary and Plenipotentiary of the Kingdom of the Netherlands to the Republic of Kazakhstan within the “Applied Diplomacy” course.

Ambassador Schermers gave an overview of the economy and water management of the Netherlands, noted the development of Kazakhstan and mentioned bilateral relations between our countries, as well as cooperation in the field of education.
Ambassador also shared with the students his personal diplomatic experience.

Guest lecture of the Head of the Mission of the International Committee of the Red Cross in Kazakhstan

On October 19, 2023, at Maqsut Narikbayev University, within the framework of the course “International Humanitarian Law”, an open guest lecture of the Head of the Mission of the International Committee of the Red Cross in Kazakhstan on “Protection of cultural values during armed conflicts” – was held.

The International Committee of the Red Cross is an impartial, neutral and independent organization whose aims and objectives are exclusively humanitarian in nature, namely to protect the lives and dignity of people affected by armed conflict and violence and to provide them with assistance.

On October 18, 2023, Maqsut Narikbayev University hosted a guest lecture of H.E. Ambassador Egidijus Navikas – Ambassador Extraordinary and Plenipotentiary of the Republic of Lithuania to the Republic of Kazakhstan within the framework of the course “Applied Diplomacy”.

H.E. Egidijus Navikas shared his personal diplomatic experience and important lessons that he learned being an Ambassador, explained about diplomacy and security of Lithuania, as well as Lithuania’s activities in NATO.

On October 16, 2023 Maqsut Narikbayev University within the framework of the course “Applied Diplomacy” held a guest lecture of H.E. Ambassador Otto Ivan Rona – Ambassador Extraordinary and Plenipotentiary of Hungary to the Republic of Kazakhstan.

The lecture of Mr. Otto Ivan Rona was devoted to bilateral relations, cooperation of the countries in the sphere of education, security and economy, functioning of Embassies, foreign policy of Hungary and Kazakhstan-Hungarian relations.

Summarizing the lecture, H.E. Ambassador shared important components of a good diplomat and answered various questions of the students.

On October 11, 2023, within the framework of the course “Applied Diplomacy”, Maqsut Narikbayev University was pleased to welcome once again the Ambassador Extraordinary and Plenipotentiary of the Delegation of the European Union to the Republic of Kazakhstan H.E. Mr. Kestutis Jankauskas.

Ambassador’s lecture was focused on the creation, structure and functioning of the EU, understanding the work of a diplomat and his personal diplomatic experience. To conclude his lecture, Ambassador Jankauskas conducted an interactive game with the students, at the end of which, the winners received gifts from the Delegation of the European Union in the Republic of Kazakhstan.

On 09.10.2023 Maqsut Narikbayev University welcomed Deputy Head of Mission of OSCE Programme Office in Astana – Mr. Yuri Fenopetov to deliver a guest lecture as part of the course “Applied Diplomacy”.

The lecture by Mr. Fenopetov was devoted to the history, functioning, structure and decision making of the OSCE. Mr. Fenopetov also shared with the students aspects of international law in the field of the OSCE, the pros and cons of “hard” and “soft” law and his personal experience.

On 02.10.2023 Maqsut Narikbayev University welcomed His Excellency Dr. T.V. Nagendra Prasad – Ambassador Extraordinary and Plenipotentiary of the Republic of India to the Republic of Kazakhstan to deliver a guest lecture as part of the course “Applied Diplomacy”.

Ambassador’s lecture was dedicated on the occasion of International Non-Violence Day – Birth Anniversary of Mahatma Gandhi, which became an in-depth session focused on the principles of nonviolence and their relevance in today’s world.

This lecture by H.E. Dr. T.V. Nagendra Prasad provided students and faculty with an opportunity to gain a deeper understanding of the importance of peace in Diplomacy through the example of Mahatma Gandhi’s philosophy and his influence in shaping world peace.

September 27, 2023, Maqsut Narikbayev University hosted a guest lecture of H.E. Ambassador Mustafa Kapucu – Ambassador Extraordinary and Plenipotentiary of Türkiye to the Republic of Kazakhstan within the course “Applied Diplomacy

Ambassador’s lecture was devoted to the essence, life, structure and basic tools of diplomacy. Ambassador Kapucu also discussed the actual challenges faced by foreign policy in an ever-changing world.
To conclude the lecture, Ambassador shared tips with the students on what makes person a good diplomat.

After the lecture, Ambassador Kapucu had a tour around the University, and met with the Chairman of the Board for a welcoming remarks and to discuss future partnerships in the field of education.

On September 20, 2023, Maqsut Narikbayev University continued the course “Applied Diplomacy”.
The course began with a guest lecture by His Excellency, Mr. Toomas Tirs, Ambassador of the Republic of Estonia to the Republic of Kazakhstan. During his lecture, Mr. Ambassador shared his knowledge about the world of diplomacy, talked about the life of a diplomat in Estonia and shared his personal diplomatic experience.

H.E. Ambassador concluded his speech by sharing some of the key aspects of being an Ambassador.

On 30.11.2022 the closing guest lecture on the course of “Applied Diplomacy” with H.E. Mr. Daniel N. Rosenblum – Ambassador Extraordinary and Plenipotentiary of the United States in the Republic of Kazakhstan was held at M. Narikbaev KAZGUU University.

Ambassador Rosembloom focused on U.S. foreign policy, ways to combat terrorism and the national interest in human rights.

H.E. Dr. Willy Kempel – Ambassador Extraordinary and Plenipotentiary of the Republic of Austria to the Republic of Kazakhstan visited M. Narikbayev KAZGUU University on 21.11.2022 and delivered a lecture within “Applied Diplomacy” course.

The lecture was held in a form of an interactive discussion with students on climate change, the Middle East conflict and other important issues that shape international agenda.

Ambassador Kempel shared with students his personal experience in the field of diplomacy and his views on Austrian foreign policy and the future youth of our country.

The University was honored with the gift of a books from the Embassy of the Republic of Austria to the Republic of Kazakhstan.

H.E. Mr. Mohammed Rachid Maaninou – Ambassador Extraordinary and Plenipotentiary of the Kingdom of Morocco to the Republic of Kazakhstan visited M. Narikbayev KAZGUU University on 14.11.2022 and delivered a lecture within the course “Applied Diplomacy”

During his lecture, H.E. Mr. Mohammed Rachid Maaninou talked about tourism, foreign policy of his country and future opportunities between the Republic of Kazakhstan and the Kingdom of Morocco.

Concluding his speech, Mr. Ambassador advised the students to think “outside the box”.

The University was also honored with the gift of a flag from the Embassy of the Kingdom of Morocco to the Republic of Kazakhstan.

On October 19, 2022, Ambassador Extraordinary and Plenipotentiary of the State of Israel to the Republic of Kazakhstan – H.E. Mr. Edwin Nathan Yabo Glusman delivered a guest lecture at M. Narikbayev KAZGUU University within “Applied diplomacy” course.

Mr. Edwin Nathan Yabo Glusman spoke about innovations, level of economic activity and quality of life in Israel. Ambassador also shared his views on current political situation on the international arena answering questions of students.

In the frame of the visit to our University Ambassador presented as a gift books for students of the “Applied Diplomacy course” and a national flag of Israel to KAZGUU.

Guest lecture of the Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Brazil

On October 17, 2022, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Brazil to the Republic of Kazakhstan – H.E. Mr. Rubem Antonio Corrêa Barbosa delivered a guest lecture within “Applied Diplomacy” course at M. Narikbayev KAZGUU University.

Ambassador talked about the economic growth of the country and the fundamental principles of Brazilian diplomacy.

In conclusion, Ambassador gifted books about Brasil and advised students, who will follow his steps in the future, try to specialize in a specific area of their career.

On the 10th of October 2022, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to the Republic of Kazakhstan – H.E. Mrs. Monika Iwersen delivered a guest lecture at M. Narikbayev KAZGUU University within “Applied Diplomacy” course.

Ambassador Iwersen noted the 30th anniversary of diplomatic relations between Kazakhstan and Germany and touched upon current political developments and conflicts in international arena.

On October 5, 2022, M.Narikbayev KAZGUU University welcomed H.E. Dr. Mochamad Fadjroel Rachman – Ambassador Extraordinary and Plenipotential of the Republic of Indonesia to the Republic of Kazakhstan with a guest lecture as part of the course “Applied Diplomacy”.

The guest lecture of H.E. Ambassador was dedicated to Indonesian Diplomacy, foreign policy and tourism of Republic of Indonesia.

At the conclusion, Dr. Mohammad Fadjroel Rachman mentioned that Indonesia encourages young people to participate in all activities aimed at strengthening bilateral relations between Indonesia and Kazakhstan.

Socio-psychological peculiarities of perception of external and internal migrants by the host society in the Republic of Kazakhstan

Funding: Ministry of Science and Higher Education of the Republic of Kazakhstan

Field of Science: Social Sciences. Psychology and the cognitive sciences. Social Psychology.

Description: Global changes taking place in the world and in the country aggravate the economic situation of people who are forced to change their place of residence for socio-economic and political reasons in search of better living conditions. At the same time, people moving to another city or country face the fact that the residents of the host country disapprove of migrants because they see them as a threat to personal and national security.

The implementation of the project will allow to study the socio-psychological features of migrants’ perception, including the substantiation of recommendations aimed at reducing xenophobia in society and the formation of a tolerant attitude towards migrants through the implementation of steps aimed at forming a benevolent attitude towards migrants.

Developing the research potential of pedagogical education in Kazakhstan

Project title: Developing the research potential of pedagogical education in Kazakhstan

Implementation: 2023-2025

Field of study: pedagogical education, research pedagogy, research capacity development, research methods, higher education.

Description: This project aims to explore the development of research capacity in pedagogical education in Kazakhstan. The project aims to explore the role of undergraduate and graduate research methods courses in developing the research capacity of future teachers in educational research methodology. In particular, the project focuses on developing an understanding of how research methods courses are developed in pedagogy at universities in Kazakhstan, what challenges faculty face in teaching research methods courses and how they cope with these challenges, and how undergraduate and graduate students in pedagogy assess the relevance of research methods courses for their future academic and professional careers.

LEGISLATIVE QUALITY

The project team has conducted:

  • An analysis of current lawmaking practices in Kazakhstan and identified six key areas for improvement based on international experience. The analysis identified shortcomings in public involvement in the lawmaking process, instability of legislation, lack of independence, and coverage of regulatory impact analysis, as well as problems with the hierarchy of legislative acts and professionalisation of the lawmaking process.

The project team proposes to:

  • Amend the legislative acts for a more active and meaningful participation of the public and local authorities in the lawmaking process, including mandatory provision of feedback by the initiators of legislative proposals;
  • Establish the minimum time frames for consideration of legislative proposals in the Majilis and clear grounds for amendments, which will increase the stability and predictability of legislation;
  • Expand the regulatory impact analysis to all legislative initiatives, ensuring the independence of the RIA and setting a clear timeline and budget for its implementation;
  • Establish mandatory feedback to the initiators of legislative proposals on the recommendations of experts and increase the timeframe for expert opinions to improve the quality of legislative decisions;
  • Enhance the status of the Institute of Legislation and Legal Information by making it the central hub for drafting legislation within the government, and establish a system of legal support at all stages of legislative development and a unified register of experts;
  • Develop a constitutional law regulating the hierarchy of legislative acts, which will eliminate legal conflicts and improve the efficiency of law enforcement practice.

During his visit to Astana, the French President met with students and teachers of one of the prestigious universities of our country — Maqsut Narikbayev University. In a question-and-answer format, E. Macron and students discussed promising areas of cooperation between Kazakhstan and France.

According to President Macron, Kazakhstan and France are aimed at further enhancing the strategic partnership. He noted the importance of the Trans-Caspian transport route in promoting the interconnectedness of the continents. The French leader believes that Kazakhstan’s export opportunities in the context of global changes in the world open up great prospects for Kazakhstani producers.

NEW MECHANISMS TO COMBAT CORRUPTION

The project team has conducted:

A study of anti-corruption mechanisms in Kazakhstan revealed that corruption is most widespread in education, healthcare, road construction, and subsoil use. The main reasons for this are systemic vulnerabilities, a lack of transparency, and a low level of digitalisation of processes. The team concluded that in order to effectively fight corruption, it is necessary to implement comprehensive digital solutions, strengthen public oversight and increase transparency;
A pilot project for teachers to control their earnings with the help of Face ID on the basis of one of the schools in Kokshetau city, launching from the beginning of the academic year. A pilot project is also planned to be launched at the beginning of the academic year at the Higher Pedagogical College of Schuchinsk city;
As part of a pilot project, an installation of a biometric patient identification system using palm or individual images in an outpatient clinic in the city of Akkol, Akmola region;
A creation of a geo-information portal with detailed information on road construction and repair, including those under warranty maintenance, on the basis of the Akimat of Akmola region’s website. The site also provides a feedback option for the population with the possibility to attach media files confirming the condition of roads;
Work on the issue of determining the most optimal algorithm for interdepartmental cooperation and making space monitoring mandatory to detect illegal subsoil users on a permanent basis.

The project team proposes to:

Introduce voucher financing in preschool education to reduce corruption risks;
Integrate information systems to monitor payroll, including the use of Face ID for teachers and QR codes for student attendance records;
Create a centralised digital platform for managing student hostels to prevent corruption in the allocation of places;
Introduce mandatory biometric identification for patients to prevent fictitious billing and unauthorised use of health services;
Establish an automated database and road project management system to ensure transparency and reduce corruption;
Introduce mechanisms of public control over road projects, especially during the guarantee period;
Tighten requirements for auditing project documentation and costs;
Utilise satellite monitoring to detect illegal mining and enhance coordination between government agencies;
Raise civil servants’ salaries to reduce incentives for corruption;
Optimise staffing and digitalise administrative processes;
Expand compliance functions beyond anti-corruption to encompass a broader range of risk management activities;
Introduce centralised outsourcing of compliance functions to several quasi-public sector entities;
Improve the skills of compliance officers and develop corporate culture;
Introduce a system of open and predictable appointments of board members and a ban on the employment of former civil servants in commercial organisations if they controlled their activities;
Involve NGOs in the anti-corruption framework;
Ensure publicity of income and property declarations of civil servants;
Expand the identification of corruption in legislation, including the private sector;
Strengthen public scrutiny and informant protection measures;
Develop mechanisms to prevent conflicts of interest and include analyses of declarations in anti-corruption monitoring;
Amend the existing Law on Combating Corruption, as well as regulations on issues ranging from the identification of corruption to informant protection and rewarding individuals who report corruption and theft.

EFFICIENT MASLIKHAT

The project team has conducted:

  • An analysis identifying key problems such as the limited powers of maslikhats, their dependence on executive bodies, insufficient funding, low qualifications of deputies, as well as the lack of accountability mechanisms and bureaucracy.

The project team proposes to:

  • To amend legal acts to expand the powers of maslikhats, including new functions such as monitoring of decisions of akims and control over the budget of public participation;
  • Increase the number of staff members of maslikhats’ apparatuses to ensure their efficient work;
  • Introduce a mandatory invitation of the media to open sessions and meetings of permanent commissions to ensure accessibility of information to the public;
  • Establish the obligation of deputies to hold offline meetings with the public;
  • Introduce professional development programmes for deputies in licensed educational organisations to improve their professional skills and prevent monopolisation of education;
  • Develop a Programme of learning activities to help new deputies adapt, including online and offline sessions on key aspects of state and local government, legislation, ethics, communication and governance;
  • Approve the concept of digitalisation of Maslikhat activities and develop a modern information system, e-Maslikhat, which will provide comprehensive support for Maslikhat activities, business process management, planning, and analysis, as well as interaction with citizens and other authorities.

The annual meeting of the Business Council of KAZGUU Law School took place at Maqsut Narikbayev University, where the results of KAZGUU Law School’s work and updates to its educational programs were presented. The goal of the event was to exchange experiences, develop cooperation, and unite academic communities. The moderator of the event was Erbol Suleimenov, Advisor to the Minister of Science and Higher Education of Kazakhstan.

Representatives from British universities were present at the forum, including the University of Birmingham, Birmingham City University, University of Wolverhampton, Swansea University, University of South Wales, and the University of Lincoln, as well as Nigel Killick from the company Really English, who presented their institutions.

During the meeting, Minister of Science and Higher Education Sayasat Nurbek spoke about the plans and activities of the Permanent Bureau of CAHEA, established as a result of the Turkestan Declaration on the integration of the educational space of Central Asian countries. He also shared plans for the creation and implementation of a regional center for academic mobility for the years 2023-2029.

In Astana, a meeting was held between the Minister of Information and Public Development, Darkhan Kydyrali, and media representatives at the “Mediaclub” platform.

Scientific project ‘The role of merchants in the transformation of the socio-cultural space of Kazakhstan in the second half of XIX-beginning of XX centuries’

The purpose of the scientific project is a comprehensive analysis of the versatile activities of merchants in Kazakhstan in the second half of the XIX – early XX centuries, directions and forms of its participation in the economic, socio-political and cultural life of the country, ways and meanings of its socio-cultural self-realisation.

Objectives: to give a conceptual analysis of the theoretical-methodological and historiographical base of the issue; to characterise the composition, status, the main activities of the merchants of Kazakhstan, including the Kazakh merchants; to reveal the patronage activities of the merchants and their role in the development of culture, art, education, science, etc. Based on the application of virtual reconstruction technology to develop recommendations for the preservation of historical and cultural heritage objects on the peculiarities of branding cultural spaces.

The results of the Project contribute to the development of historical consciousness as an important factor in the world outlook and values of a citizen in the context of globalisation. Addressing historical themes, cultural heritage ensures the strengthening of the national code and preservation of identity.

Expected Outcomes:

In accordance with the aim and objectives of the project, the following results will be obtained:

— theoretical, methodological and historiographical aspects of the topic will be analysed and systematised, the evolution of the development of the merchant class during the formation of capitalist relations in Kazakhstan will be traced;
— the article characterises the composition, status, main activities of the merchants of Kazakhstan, studies the activities of the merchants in general and by the example of its most prominent representatives, separately considers the activities of Kazakh merchants and the peculiarities of the formation and development of Kazakh merchants;
— It will describe the patronage activities of merchants and their role in the development of culture, art, education, science, etc. Based on the application of virtual reconstruction technology, 3D models of historical buildings will be created and recommendations for the preservation of historical and cultural heritage objects will be developed;

Business Council 2024

On May 23, 2024, MAQSUT NARIKBAYEV UNIVERSITY School of Liberal Arts hosted the V Annual Business Council on the topic of ‘On the Strategic Role of the Business Community in Education’.

The event brought together leading and emerging employer partners in the fields of Tourism, Hospitality, Psychology, Translation Studies and Applied Linguistics to discuss current educational programmes. A. Ibrayeva, Dean of SLA, presented a report on the school’s achievements and future plans, and Gulshan Aliyeva-Tufek, an expert partner from GALA GLOBAL GROUP, highlighted the contribution of business to the development of educational programmes.

The second part of the council was held in the format of panel sessions, in which partners worked together to analyse training programmes, shared industry insights and suggested improvements. During the sessions, representatives of the Tourism and Hospitality industry discussed customer needs and innovative approaches, experts in Psychology focused on adapting programmes to the present-day challenges, and specialists in Translation and Applied Linguistics emphasised the importance of globalisation and the introduction of new technologies in the learning process.

This event marked an important step in strengthening the link between academia and business, facilitating the development of programmes and enhancing their alignment with the labour market, providing students with opportunities for practical experience and career development.

On March 17, 2023, UN High Commissioner for Human Rights, Volker Türk, delivered a lecture titled “Role of Youth in Reviving Commitments to the UDHR” at Maqsut Narikbayev University. This event marked the 75th anniversary of the Universal Declaration of Human Rights and the 30th anniversary of the Vienna Declaration. Aimed at increasing understanding of human rights’ universality, it empowered students to claim their rights. Attendees posed questions about human rights issues and youth’s role in the system.
